Calgary Parking Authority

What we do

We fulfill the City of Calgary’s parking mandates and implement the municipality’s parking policies by managing on and off-street public parking facilities, enforcement programs and by providing parking advisory services.

The Calgary Parking Authority’s business supports The City of Calgary, customers and stakeholders. Each of these groups is important to our business and each plays an important role in our direction.

2012–2013 Accomplishments

Customer Service Initiatives

  • Added 150 secure bicycle stalls and worked with Transportation Planning to add 190 short-term stalls for public use to help meet the growing demand for bicycle parking in the downtown core.
  • Re-opened the completely renovated City Hall Parkade just six months after the facility was flooded in June 2013.
  • In conjunction with City of Calgary Traffic Division, added 264 on-street parking spaces.
  • Partnered with City of Calgary Transportation department and car2go to support car sharing by providing on-street and off-street parking.
  • Launched Text to Park service for ParkPlus cell phone account customers to start and end their parking session by text.
  • Extended our $5 Friday promotion in select downtown parkades indefinitely.
  • Installed electric vehicle charging stations in City Hall Parkade. 
  • Launched MyParking, a free iPhone app that helps Calgarians locate a parking stall, pay for parking and provides enhanced access to other CPA services.
  • Introduced a rock chip repair pilot, vending machines and an ATM machine in Centennial Parkade.

Community Support Initiatives

  • Launched Calgary’s Road Home, a community program that uses ParkPlus pay machines and cell phone accounts to collect donations for the Calgary Homeless Foundation and Calgary Food Bank.
  • Implemented the Veterans’ Parking Program trial that provides $10 of parking credits to veterans each month.
  • Implemented Veteran’s Food Bank donation month, where donations at ParkPlus machines and through cell phone account were matched by CPA up to $50,000.
  • Provided free parking sessions to Calgarians with our Holiday Parking Elves campaign in three Calgary neighbourhoods.
  • Held three Accessible Parking Awareness campaigns (one in 2012 and two in 2013) to encourage motorists to leave designated spaces for people with disabilities.
  • Sponsored the customer-focused First Flip Stampede Breakfast and assisted YWCA Mary Dover House.
  • Participated in the Back to School event with AMA and purchased 800 traffic cones to be used in 238 crosswalks across the city of school zone safety.

ParkPlus System Milestones

  • City of Calgary ownership of the ParkPlus System was confirmed.
  • We exchanged technologies with the City of Edmonton where the ParkPlus System technology was piloted as EPark.

 

Flood 2013

The CPA undertook a number of initiatives to support the community during and after the flood including:

  • 100% of on-street and daily surface lot parking revenue was allocated to flood relief efforts. This amounted to $349,000
  • Assisted Calgary Police Service with traffic management
  • Assisted the Roads Business Unit with clean-up efforts
  • Went door-to-door in some neighbourhoods to provide parking information to residents in affected areas
  • Waived Impound Lot fees
  • Provided courtesy towing at the CPA’s expense
  • Provided complimentary parking for people who were displaced
  • Issued more than 1,200 temporary residential parking permits to residents of flooded areas
  • Expedited the clean-up process by not issuing tickets to marked contractor vehicles in flood–affected communities
  • Offered no-charge towing and storage for flooded vehicles at the Impound Lot
  • Suspended enforcement operations during and after the flood and only enforced in flood-affected areas when there was a complaint or safety was an issue
  • Provided 10,000 $10 ParkPlus certificates during August 2013 as a way to invite people back to flood affected areas and help support area businesses

What services do we provide?

  • We operate parking facilities and paid parking on-street.
  • We provide parking enforcement services on a break-even basis.
  • We spend $1 million administering the Residential Parking Permit program at no cost to taxpayers.
  • We manage the Impound Lot on a break-even basis.
  • We provide expert advice about parking and enforcement to businesses, community groups, City hall and the provincial government.
  • Every dollar we collect that exceeds our operational costs is returned to The City of Calgary. In 2013 we returned more than $2M each month to the municipal general revenue program which funds projects such as recreation centres and pathways and provides funding for community services and public safety programs.

Governance

The Calgary Parking Authority is governed by a nine-member Board of Directors. Each year, the Board is selected by the City of Calgary. The current board includes four public members, the City of Calgary's Chief Financial Officer, the General Manager of Transportation and two Councillors.
