Calgary Rights of Way Management (CROWM)


The City of Calgary is undergoing a major upgrade to its current Utility Line Assignment online submission system. The new Calgary Rights of Way Management (CROWM) portal will provide much needed efficiencies for both City staff, and utility providers/contractors.

The CROWM portal is a one-stop-shop for utility providers/contractors to view all of the information they need about their account and their utility alignment permit applications.

Project Timeline:


  • November 1, 2016 – CROWM phase 1 goes live. CROWM now includes a drawing checker so utility providers can check their drawings for errors prior to submitting them for approval.
     
  • End of day March 20, 2017 – Last day to submit utility line assignment applications for through the old system for review due to site freeze.
     
  • March 20 to April 2, 2017 – No new utility line assignment applications will be accepted during this freeze period.
     
  • April 3, 2017 – CROWM phase 2 goes live. CROWM now includes the ability to fully manage applications from one centralized spot, allowing utility providers to check in on the real-time status of any of their applications. The site also allows utility providers to correspond with The City with its new comment functionality.
