About the Financial Incentive Pilot Program


There are approximately 38,610 Calgary renter households in need of affordable rental housing . The Financial Incentive Pilot Program (FIPP) is part of The City of Calgary's Enterprise Housing Program strategy to create incentives to increase the supply of new affordable housing in Calgary. These incentives were deemed to be of significant value by a group of private and non-profit housing stakeholders. The incentives will increase the feasibility of non-profit organizations to develop affordable housing, and can help mitigate the cost of developing affordable housing for for-profit organizations. The Program is administered by the Office of Land Servicing & Housing.   


Apply  to  FIPP 

The FIPP pilot originally ran from 2009-2011 and has been extended to the end of 2013, or until the remaining $610,332.00 budget is committed. The program offers incentives targeted at both non-profit and private organizations for the creation of new affordable rental housing. The incentives include:
Toolbox
  • Pre-development funding grants of up to $10,000 
  • Development Permit Application Fee Rebate
  • Building Permit Application Fee Rebate
  • Property Tax​ Rebate​ (50% of municipal portion)

Housing is considered affordable if the rent is no more than average market rent for a dwelling in the same area, with the same number of bedrooms, according to Canada Mortgage and Housing Corpo​ration's latest rental market report.
 
Secondary suites are not eligible for FIPP funding, however, they may qualify for the Secondary Suite Grant Program.
