The City of Calgary approach to cannabis regulation.

​The federal government has introduced a bill to legalize recreational cannabis by summer 2018. This bill provides a plan for regulating cannabis and sets standards for:
  • Health and safety;
  • What actions are illegal or criminal; and
  • What aspects of cannabis regulation are the responsibility of the provinces.
The City is thinking about how legalizing cannabis will affect us locally and how we can manage legalization in the best interests of Calgarians. Here in Calgary, your input will be an important part of this process and will inform changes and updates to affected Calgary bylaws, and the development of new bylaws and policies to respond to the legalization of cannabis.

With the proposed legalization of cannabis expecting to come into effect in 2018, The City of Calgary is currently developing new rules to accommodate the sale and consumption of cannabis.

Legalization of recreational cannabis - who's responsible for what

Federal government

Responsible for:​​

Possession limits; New criminal offences; Advertising; Impaired driving; Medical cannabis; Production; Age limit (Federal limit); Public health; Education; Taxation; Home cultivation; Regulatory compliance

Regulations in support of legalization:

Cannabis Act:
  • Provides laws for controlling the production, distribution, sale, and possession of Cannabis across Canada

Government of Alberta

Responsible for:

Impaired driving; Public health; Education; Taxation; Workplace safety; Distribution/wholesaling; Retail model; Retail locations and rules; Regulatory compliance; Public consumption.

Regulations in support of legalization:

An act to control and regulate cannabis:
  • Provides oversight of wholesale distribution
  • Regulates sales and consumption
  • Provides tools for law enforcement
  • Provides oversight for employers to ensure safety on our roads and at work

Retail locations and rules; Public consumption; Land use and zoning; Education.

  • April 2017: Federal government introduces Bill C-45 (Cannabis Act)
  • June 2017: Provincial government opens online survey and opportunity for feedback
  • October 2017: Draft provincial regulations for public input
  • November 2017: Government of Alberta introduces Bill 26
  • November 2017 - February 2018: Engagement and research
  • February 21, 2018: Land Use Bylaw amendments to Planning and Urban Committee
  • April 3, 2018: All other proposed bylaw amendments to Community and Protective Services Committee
  • April 5, 2018: Proposed bylaw amendments to Council
  • Summer 2018: Recreational cannabis legal in Canada

Note: Recommendations made by administration and committees regarding proposed bylaw amendments will only be recommendations until they are approved by Council. Council may amend or refuse recommendations.
