About the Assessment business unit

Assessment is one of 29 business units within The City of Calgary's corporate structure. Our business unit reports to the department of Planning, Development and Assessment, which is one of six administrative departments within The Corporation.

Assessment's directive is to annually prepare, communicate and defend property and business assessments for the municipality of Calgary using the market value standard for property and typical net annual rental value for business. Our role is to be protectors of The City's ability to provide the necessary services to its citizens through the revenue stream generated by the assessment and taxation process.

Our team of 69 assessors annually conducts property and business assessments on approximately 482,000 accounts.

Annual assessments ensures the assessment is current, thus fair and equitable. The annual assessment process takes place independently of The City's budget and tax calculations. For more information about Assessment view the information below or download a copy of our Annual Report.

Governance

The City of Calgary Assessment is governed by the Municipal Government Act of the Province of Alberta and civic bylaws. We abide by that legislation and those bylaws by completing annual assessments using the Market Value Standard.

City Assessor 

What does the Director/City Assessor do? 

The Director /City Assessor: 

  • City Assessor
    Stuart Dalgleish - Director/City Assessor
    Is appointed by the City Manager;
  • Is The City of Calgary's designated officer responsible for carrying out all property and business assessment functions within the Calgary municipality;
  • Is responsible for conducting all duties in accordance with provincial legislation (primarily the Municipal Government Act), Council bylaws and policy, and professional requirements;
  • Leads a highly professional, trained and dedicated team of Assessment business unit staff who:
    • Prepare fair and equitable assessments for Calgary properties and businesses,
    • Deliver high quality communications and customer service programs to assessed persons, and
    • Defend complaints before assessment tribunals and courts;
  • Has the responsibility of ensuring that each property assessment roll meets quality standards through a thorough provincial audit process. 

The Director/City Assessor ensures that primary customers, being: 

  • Individual assessed persons and taxpayers – receive assessments that are fair and equitable, and they are treated and served in the same manner as all other assessed persons and taxpayers, and
  • The City of Calgary and Alberta Government – can rely on the property and business assessment rolls for their municipal taxation financing purposes.

The Director/City Assessor performs senior management functions and is accountable to the General Manager of the Planning, Development and Assessment department. 

Who is the Director/City Assessor?

Stuart Dalgleish is the director of Assessment and the City assessor. Dalgleish began his career with The City of Calgary in 1988 and has held several positions with The City.

Dalgleish holds an advanced Bachelor of Arts degree in public administration, and a Master of Business Administration degree, with a finance major.  He is an Accredited Municipal Assessor of Alberta (AMAA) with the Alberta Assessors' Association and a Certified Assessment Evaluator (CAE) with the International Association of Assessing Officers.
