Corporate Framework for Growth and Change

Background

The Corporate Framework for Growth and Change will guide the future sequencing of growth in Calgary to ensure investments in infrastructure and services are within the financial capacity of The City. The Corporate Framework for Growth and Change is an integral part of Calgary’s Municipal Development Plan (MDP) and growth management. There are four phases to developing the Framework for Growth and Change:

 
Phase One – Principles approved by Council for developing the Framework for Growth and Change
Phase Two – Development of the draft Criteria for Prioritization and Sequencing Growth
Phase Three – Development of the metrics for the Criteria and relative weighting of the criteria, resulting in a sequence list of prioritized growth areas for Calgary
Phase Four – Alignment of all other City work plans with the outcomes of the project
 
The Criteria for Prioritization and Sequencing of growth support the policies of the Municipal Development Plan.

The important dates provided below are intended to give some background on Council decisions, key events and engagement that have contributed to the directive to develop the Corporate Framework for Growth and Change.

On May 7, Council directed the CGMP project team to use the process and weightings to begin evaluating growth areas, while continuing to work with stakeholders to refine the metrics and scoring methodology, as well as begin work on the Financing & Funding and Land Supply strategies. In addition to the October report, Council direct the team to bring a report to July meeting of PUD to provide an update on the progress to that point.

Input opportunities

The City of Calgary is committed to providing opportunities for input throughout the various phases of this project.

 
During Phase Two, the Growth Management Team has received input from key stakeholder groups and the general public, on what priorities and criteria are important to them in the development of the Corporate Framework for Growth and Change.  The goal was is to develop a set of criteria that will have positive environmental, social and fiscally-viable impacts on our city. Understanding the role that prioritization and sequencing is essential for developing a set of criteria to guide growth in Calgary.
 
During Phase Three, engagement opportunities will continue to allow for input on the metrics for the Criteria and relative weighting of the Criteria.  The specific engagement opportunities are listed above and are updated on regular basis, along with feedback that has been collected.

Letters can be submitted directly to the Corporate Growth Management Project team. As well, presentations can be made by individuals and groups at the meetings to Council in 2012. Visit www.Calgary.ca/cityclerks for specific instructions.

Outcome

The project team will be reviewing all of the feedback and comments collected from the public and key stakeholders. The recommendations presented to Council will be based on the input collected.
