Fish Creek/Lacombe Station Area Community Planning and Design Workshop Summary

Introduction

Identified as a Major Activity Centre in the new Municipal Development Plan (MDP), the Fish Creek / Lacombe Station Area will become a mixed-use node with opportunities for shopping, employment, education, and residential opportunities, as well as acting as a Transit Centre for LRT and local bus routes.

The communities surrounding the LRT station include Shawnee Slopes, Millrise, and Midnapore. These communities were planned and constructed between the late 1970's to late 1980's. In November 2010, Council approved funding for the completion of a non-statutory document to provide planning, design, and transportation guidance for future redevelopment applications.

Community Involvement

A community planning and design workshop was hosted by The City of Calgary in June 2011 with facilitation and design inspiration by our consultants Urban Strategies. This multi-day event provided the opportunity for the community and area stakeholders to directly influence the land use pattern, built form design, transportation improvements and transit enhancement within the Fish Creek – Lacombe station area.

There were 50 volunteer community stakeholders who participated in the workshop, along with the ward alderman and City staff from various City departments. The participants received a project overview booklet as background for the workshop. The focus of the workshop was on the immediate station area and did not examine design concepts for the Shaw Nee Slopes Golf Course. Immediately after the workshop, workshop summary of ideas provided a brief snapshot of the main ideas developed.

Working with a group of community leaders from the Ward 13 Land Use and Mobility Advisory Council (a working group of community association executives from various Ward 13 associations), the City of Calgary developed and refined several draft documents. Meetings included representatives from the Community Associations for Shawnee-Evergreen, Millrise, Canyon Meadows and Midnapore. Several draft versions were reviewed with this group prior to completion of the final summary.  

Outcome

An open house was hosted by The City on February 22, 2012 to share the final version of the document with the community. A series of poster panels summarized the final document.

The result of the multi-day community workshop is the Fish Creek / Lacombe Station Area – Community Planning and Design Workshop Summary. This document will guide development and redevelopment within the Station Area into the future. It will inform decisions for the community associations, City Staff and City Council on future land use decisions in the Station Area.

Council Endorsement

A committee of Council will review the final Community Planning and Design Workshop Summary at a Standing Policy Committee Meeting on Planning and Urban Development on May 9, 2012 to be held at 9:30 a.m. in the Engineering Traditions Committee Room, main floor of old City Hall. Information on this committee can be found on the City Clerk's webpage.

Golf Course Development Application

The City of Calgary, Land Use Planning & Policy is currently reviewing an application for redevelopment of the Shawnee Golf Course site. This application is not in the area of the Fish Creek/Lacombe Station Area – Community Planning and Design Workshop Summary and was not within the scope of work of this project.
