West Springs Area Structure Plan Amendment

Overview

The City has been currently working on a Area Structure Plan Amendment in the West Springs Community. This Amendment process will only apply to an area of approximately 48 hectares +/- (120 +/- acres) in size. The subject lands are bounded by 85 Street SW, Old Banff Coach Road, 77 Street SW and 8A Avenue SW (herein referred to as the Study Area). Please view the attached map to see the boundaries of the study area.

The guiding policy for the West Springs Community is currently the East Springbank ASP and Appendix 3: East Springbank II Community Plan. To alleviate confusion, the name of the document is proposed to be changed from Appendix 3: East Springbank II Community Plan to the West Springs ASP.

A DRAFT of the amended West Springs ASP (formerly known as Appendix 3: East Springbank II Community Plan) will be presented to Calgary Planning Commission (CPC) on May 24, 2012. If CPC supports the amended plan, the proposed West Springs ASP will be heard presented to Council on July 16, 2012. This ASP amendment will provide guidance for future development within the Study Area and bring the Community Plan closer into alignment with the City’s Municipal Development Plan (MDP) and Calgary Transportation Plan (CTP). The MDP and CTP set  out a vision and policies for sustainable growth, which will help guide the ASP Amendment process.

 
Purpose
 
The purpose of the Area Structure Plan is to:
  1. Provide a community-wide land use concept to guide Outline Plan/Land Use applications for development.
  2. Ensure that communities are built out to facilitate a wide range of transportation options, and to include a wide range of services and amenities for the future residents of the area.
  3. Promote a mix of land uses that contribute to a vibrant area, including employment, residential, and commercial uses.
  4. Ensure the conservation of valuable environmentally significant features.
 
On a more detailed level, changes to the Land Use & Transportation Concept Plan for the ¼ Section of Land will:
  1. Create an inter-connected street and pathway network for pedestrians, cyclists, transit users and drivers.
  2. Identify an appropriate scale of development for the area that is sensitive to the surrounding neighbourhood context.
  3. Identify needed infrastructure and services such as stormwater ponds and transit service
 
How to get involved

Two City Hosted Information Sessions were held on the proposed West Springs ASP. The first was on November 30, 2011 and the second was held on May 1, 2012, both at the Calgary French & International School. The public also provided great feedback through an online survey after the first open house and were encouraged to leave comments below and by email to the planner. The feedback received through the open houses, online survey, as well as ongoing consultation with land owners and the Community Association has informed the revised draft.

The public will have an opportunity to speak in favour or opposition to the document at the July 16, 2012, Public Hearing of City Council. For proper procedures for speaking at the Public Hearing of Council, visit the City Clerk’s web page.
