The City of Calgary is reviewing the 16 Avenue North Urban Corridor Area Redevelopment Plan, adopted by Council in 2007. The plan was written to establish a long-term policy framework for the revitalization of the 16 Avenue North Urban Corridor, focused on land use and urban design for the lands generally within one block on either side of 16 Avenue between 14 Street N.W. and 6 Street N.E.
The ARP envisions 16 Avenue as a vibrant urban corridor with nodes of intense development activity at key intersections. Unfortunately we are not seeing this redevelopment despite the large investment and road widening project completed by The City in 2008. Many sites continue to be underutilized or are vacant. To some extent, the form and size of the current plan may have caused confusion and hindered the development interest.
Amendments to the plan are being considered to bring it up to date with current planning and development policies, principles and objectives for our city.
The estimated timeline for the project is:
- Public open house to introduce project: June 9, 2015
- Review and summarize public feedback: September 2015
- Preparation of detailed plan amendments: January and February 2016
- External stakeholder consultation: February – April 2016
- Refine plan amendments based on stakeholder consultation: April – August 2016
- Public follow up: report back with how public and stakeholder feedback have impacted plan amendments: December 2016
- Online Engagement for Draft Revisions: January 2017
- Calgary Planning Commission: March 9, 2017
- Council Public Hearing: May 8, 2017
How to get involved
City staff will be consulting the public throughout the area redevelopment plan review.
There are several ways you can get involved in this project. Your thoughts about the review will be considered by our staff and summarized for the Calgary Planning Commission and City Council. Ultimately, The City has to weigh many different things when deciding what kinds of development will be allowed in a community and public input is an important factor. Public engagement opportunities will be posted to this website as they become available.
Complete a survey: Our first survey is now closed. Thank you for providing your feedback. It will be considered and feedback will be included in our final report.
Attend an open house: Thank you for attending our open house on June 9. Take a moment to review our display boards from the event if you were unable to attend.
Online engagement: After reviewing the materials on this site, provide your comments or a marked up PDF or hard copy of the draft plan to the Project leads.

Public hearing of Council: A public hearing is held by City Council before they make a decision on the planning matters. You can speak directly to Council at the hearing, or submit written comments. You will have five minutes to speak, excluding any questions Council members may ask you. Comments should be brief and should address land use planning issues. The Council Public Hearing for this plan is tentatively scheduled for April 2017.
