The City has prepared the Haskayne Area Structure Plan, which will guide development in the northwest corner of the city.). The Plan Area is located in the city’s northwest and is bounded to the north and west by Rocky View County. Along the south boundary is the Bearspaw Reservoir. To the east are existing and future water treatment facilities and The City’s Operations Workplace Centre, while to the northeast is the community of Tuscany.
Purpose of an area structure plan
An area structure plan (ASP) is a long-range planning document and is the first step in obtaining planning approval for a new community. The purpose of an area structure plan is two-fold. First, it refines and implements The City’s broad planning objectives and policies of the Municipal Development Plan and other policies by promoting logical, compatible and sustainable development. Second, it guides and directs the specific land use, subdivision and development decisions that collectively determine the form that the plan area will take. This includes making decisions on land uses, transportation systems, population and jobs, intensity, the sequence of development, and the provision of essential services and facilities.
The preparation of the Haskayne Area Structure Plan was undertaken using a developer-funded process. This new approach streamlined the process, allowing the plan to be prepared over the course of just one year. Several foundational documents provided guidance and direction for the form the plan area will take. These documents include the Municipal Development Plan
and the Calgary Transportation Plan
