Highland Park – Land Use Amendment and Outline Plan Application

In December 2014, The City received an application from the landowner, Maple Projects Inc., to redevelop the former Highland Park Golf Course lands. The application proposed a variety of multi-residential buildings of varying heights and forms, commercial retail space, and open space components including parks and pathways. There were two parts to the application: an outline plan and a land use amendment.

  • An outline plan informs the future subdivision of the lands, including infrastructure, road size and location, distribution of open space and the location of various land use districts. Calgary Planning Commission (CPC) is responsible for making a decision on the outline plan. The outline plan was approved by CPC in October 2017.

    Conditions were put in place to prevent construction activity until a comprehensive regional drainage study for the area is complete. The study will outline what stormwater upgrades would be required to accommodate the proposed development. The draft regional drainage study report is expected to be complete in the spring of 2018, with the final report expected in the fall of 2018. The City will be able to provide recommendations for next steps once the regional drainage study is complete.

  • A land use amendment is used to change the existing land use designation (zoning) to accommodate the land use proposed in the outline plan. City Council is responsible for making a decision on the land use amendment. The land use amendment was approved by Council in March 2017.

  • Council tabled the application and put forward a motion for further public engagement coordination with other City initiatives.
September – October 2016 City staff meet with stakeholders and community members to discuss community concerns
December 8, 2016 Public information session
January 2017 City of Calgary Council:
  • On January 16 and 17, Council held a public hearing on the land use changes.
  • On January 23, 2017, the application returned to the Regular Meeting of Council.
  • Council amended the application and gave second readings to 4 of the 5 proposed bylaws. Council deferred the application to return to Council on March 20, 2017.
March 20, 2017 Public Hearing of Council:
  • Council approved the land use amendment application.
