Project update
Phase 1 - Elbow Drive between 50 Avenue S.W. and Lansdowne Avenue
- The City of Calgary’s work for Phase 1 of the project is complete. Any minor repairs that are required will be completed within two to three years.
- ATCO Gas has recently identified the need to undertake gas main replacement in this area. Please see their letter for more information. They will contact those residents who will be directly impacted. For more information, please call ATCO Gas at 403-245-7541.
- ATCO gas will be covering the costs of all the work they undertake along Elbow Drive, including returning the road to its current condition.
Please note: The City of Calgary works with external utility companies when major road construction is planned to co-ordinate work at the same time, whenever possible. Utility repairs, replacements, and upgrades are prioritized by each utility owner based on the best information available to them at the time. Despite this coordinated effort, sometimes the nature of underground utilities results in a need to complete utility work independent of road construction. This is another reason why The City of Calgary delays final paving on new road construction projects.
Phase 2 – Elbow Drive between Glenmore Trail and 50 Ave S.W.
- The majority of the work in Phase 2 is now complete. Any remaining landscaping, curb and sidewalk work will be done in the spring/summer of 2012.
- This includes relocation of some ENMAX facilities, where necessary, to accommodate the sidewalk construction.
- Various lane closures will be necessary to accommodate this work.
Intersections of Elbow Drive and 50 Avenue and Elbow Drive and 58 Avenue S.W.
- Work on the southbound section of the intersection of Elbow Drive S.W. at both 50 Avenue and 58 Avenue S.W. has been completed.
- Work on the northbound section of these two intersections will be done in the spring of 2012.
- When construction begins, 50 Avenue S.W. and 58 Avenue S.W. at Elbow Drive will be closed to all traffic for two to three weeks.
Phase 3 – Sifton Boulevard to 4 Street S.W. (spring/summer 2012)
- Reconstruction of the roadway between Sifton Boulevard and 4 Street S.W. is in the planning stages and work will begin in the spring of 2012.
- Unlike Phases 1 and 2, which involved replacement of most of the infrastructure on Elbow Drive, the work on this section will focus primarily on reconstruction of the aging pavement structure.
- Various upgrades and maintenance projects completed several years ago involved replacement of some sidewalks, curbs, street lighting, landscaping, etc., which remain in good condition today. Therefore, any such infrastructure that is in good condition will be preserved, wherever possible. Locations that have not had recent replacement, or that are in poor condition, will be addressed.
- Depending on weather and other circumstances, the project should be complete by the end of the 2012 construction season.
- During construction, the roadway will be reduced from four lanes to two for a period of between four and six months.
- Communication will take place with the community and commuters before the project starts and during the project.

Project background
- The City of Calgary is continuing a program dedicated to reconstructing the city's aging roadways, the Major Roads Reconstruction Program, which identified Elbow Drive as a priority for this work. It is the first roadway to benefit from this program.
- Elbow Drive is an integral part of Calgary's road network. Large volumes of traffic use this route every day and, over time, the underlying road structure has deteriorated. The City has begun is undertaking a full-depth road reconstruction of Elbow Drive in order to ensure this road remains a safe and reliable link in Calgary's transportation network.
- The Project is being completed in phases. Phase 1 & 2 as noted above, are largely complete. Phase 3 will start in spring 2012.
Phase 3 - Project impacts
Traffic congestion
- Although a detailed construction plan is not yet in place, in general, traffic will be limited to one lane in each direction between Sifton Boulevard and 4th St. S.W., and delays should be expected along Elbow Drive.
Bus stop relocation
- Bus stop locations may be temporarily relocated or closed, and sections of sidewalk may be closed during construction.
Access restrictions
- Access directly to Elbow Drive from adjacent roads, lanes, and driveways within the construction zone will be restricted at times.
- Residents or businesses with driveways directly on Elbow Drive will likely lose access for a period of time during construction.
General impacts
- Any properties located on Elbow Drive with front steps, landscaping, fencing, irrigation, or retaining walls extending to or beyond the property line may also be impacted.
The City of Calgary will make every effort to minimize impacts as much as possible and will restore any disturbed areas to City standard. Letters will be delivered to directly adjacent properties explaining potential impacts and providing contact details for further information.
