Combined Meeting of Council and Public Hearing Oct. 5-6, 2015

The Oct. 5 & 6, 2015 Combined Meeting of Council and Public Hearing included:

  1. Land Use Items;
  2. City Manager's Strategic Presentation;
  3. Medical Marihuana Counselling;
  4. Industrial, Commercial and Institutional Recycling Strategy Bylaw Amendment; and
  5. Limousine Regulation Amendments.

Land Use Items

All land use items reviewed by Council were approved except those referred or tabled below.

Eau Claire Development - 2 Ave. and 2 St. SW

At the applicant's request Council tabled the report until the December 7 Council meeting and public hearing.

Southwood Land Use Amendment / Anderson Transit Oriented Development (TOD)

Council referred the report in order to allow for further evaluation of parking requirements. The land use amendment application proposes to re-designate the parcel currently containing the Anderson Light Rail Transit (LRT) Station's Park n Ride surface parking lot, replacing it with a structured parking facility, in order to accommodate office and mixed-use, transit oriented development on the site.

Bankview Policy and Land Use Amendment - Nimmons Residence

At the land owner's request Council tabled the report until next month. The application proposes to allow for the adaptive reuse and designation of the Nimmons Residence (located at 14 St. and 19 Ave. SW) as a Municipal Historic Resource.

City Manager's Strategic Presentation (Verbal)

Council received a presentation from the Director of Customer Service and Communication providing an overview of a newly launched corporate website and citizen dashboard. The site provides an overview of The City as an organization including its corporate strategy along with an overview of the services The City provides and an introduction to the new Citizen Dashboard. The Citizen Dashboard is an online tool that provides Calgarians with access to information about The City’s performance and how City services contribute to Calgary’s quality of life. The tool will continue to evolve with a number of services being added in the coming months. 

Medical Marihuana Counselling

Council directed Administration to development a definition within the Land Use Bylaw to accommodate medical marihuana counselling. Municipal-level planning and development rules are required that reflect current Federal law on the sale and dispensing of medical marihuana to ensure clarity on how medical marihuana is managed within Calgary. Creating a definition for medical marihuana counselling businesses will accommodate these businesses and assist in the management of potential clustering and aesthetic issues.

Industrial, Commercial and Institutional Recycling Strategy Bylaw Amendment

Council approved changes to the Waste and Recycling Bylaw requiring Industrial, Commercial and Institutional property owners to provide on-site storage and collection of recyclables. The revised bylaw will come into effect November 1, 2016 to give sufficient time for property owners, occupants and industry to prepare for the implementation. Businesses and organizations will be required to recycle the same materials Calgarians recycle at home as well as some materials specific to their sector – wood, plastic film and scrap metal. The City will assist property owners and occupants by providing communication, education and monitoring and continued stakeholder engagement.

Limousine Regulation Amendments

Council referred this item to the November strategic meeting of Council. The report proposes several key amendments to the Livery Transport Bylaw related to the limousine / sedan market.
