The Apr. 3, 2018, Community and Protective Services Committee meeting included:

Cannabis Legalization – Proposed Bylaws

Regarding the consumption of marijuana, both medicinal and recreational, three bylaw proposals were submitted, including for: (1) smoking and vaping; (2) cannabis consumption, and; (3) an amendment for the business licensing bylaw. These proposals reflect the framework put forward by the Government of Alberta and the recommendations of Administration. An attachment outlining the rationale for the proposed rules was also submitted.

The Committee recommended that:

  • Council give three readings to each of the three proposed bylaws.
  • The bylaws be forwarded to the April 5, 2018, Combined Meeting of Council for discussion.
  • The Mayor write to both the provincial and federal governments outlining a revenue sharing formula to cover the costs of cannabis legalization and that all members of Council be copied so they may advocate to their provincial and federal Ward counterparts for the same.

Council approved several amendments to the proposed bylaws and accepted all recommendations. They also directed Administration to consult with key stakeholders and report back with strategies to minimize unintended consequences of these bylaws no later than June 2019.
