The June 14, 2018, Planning and Urban Development Committee meeting included:

Development Next to Freight Rail Corridors Policy

Administration presented a report proposing the adoption of the Development Next to Freight Rail Corridors Policy to guide development along the corridors, and to utilize the proposed Implementation Guide in making development decisions.

Committee directed Administration to:

  1. Prepare an amending bylaw to Land Use Bylaw 1P2007;
  2. Forward the proposed report and bylaw directly to the July 23, 2018, Public Hearing of Council to accommodate the required advertising.

Committee also approved these recommendations to go forward to Council:

  1. Hold a Public Hearing and adopt and give three readings to the proposed amending bylaw;
  2. Adopt, by resolution, the proposed Development Next to Freight Rail Corridors Policy;
  3. Direct Administration to use the proposed Development Next to Freight Rail Corridors Policy Implementation Guide when making development decisions; and
  4. Direct Administration to formulate an emergency response plan to the freight rail corridors that focuses on utilizing portions of public lands, and report back to the Standing Policy Committee on Community and Protective Services no later than Q2 2019.

Chinatown Area Redevelopment Plan Phase 1 Update

Administration presented a report to Committee on the Chinatown Area Redevelopment Plan Phase 1 Update. In 2016 an extensive community engagement process about Chinatown’s future was conducted in response to a land use application. The engagement revealed concerns about “loss of culture”, stagnation and community decline. Council subsequently directed Administration to proceed with Phase 1 of an Area Redevelopment Plan (ARP) / Cultural Plan comprising background research and further project scoping and to report back with an update.

Committee approved this update to go forward to Council with the recommendation that Council direct Administration to:

  1. Proceed with Option 3 Chinatown Cultural Plan / Culturally-based Local Area Plan, as presented;
  2. Include the costs associated with Option 3, as identified in this report, in The City Planning & Policy 2019-2022 service plan and budget, for Council’s review and approval in 2018 November;
  3. Report back to Council, through the Standing Policy Committee on Planning & Urban Development, with a detailed scope of work for Option 3 by no later than July 2019, if budget for Option 3 is approved in the 2019-2022 service plan and budget.

Municipal Development Plan/Calgary Transportation Plan 2018 Monitoring Progress Report

Committee received a report on the Municipal Development Plan/Calgary Transportation Plan 2018 Monitoring Progress. This provided an update after eight years of Plan implementation and builds on the earlier 2013 report by adding new supplementary measures that were not previously monitored. The Progress Report is organized by the seven strategic goals of our Plans in the form of outcome statements which speak to achieving the collective vision of the Plans. Using the additional supplementary measures and reorganizing the report format is intended to make this report more citizen-friendly, informative and easier to understand. This item will go to Council where Committee will recommend that Council: Receive the report for information, and direct Administration to bring a scoping report for the Calgary Transportation Plan and Municipal Development Plan 10-year review no later than September 2018 SPC on Planning and Urban development meeting.
