E-cigarette Exemption Update
Council received a status update on The City of Calgary Smoking Bylaw e-cigarette exemption which prohibits the use of e-cigarettes in public places where tobacco smoking is prohibited and exempted enclosed vape shops to allow sampling of e-cigarette products inside the premises. After reviewing and monitoring the implications of the exemption and consulting with key stakeholders administration concluded that the new regulatory environment created by Council is working effectively; therefore, no further changes to the bylaw are required at this time. Administration will continue to monitor the legislative context at the federal and provincial levels and will report back to council on an as needed basis with any new developments.

Transportation Network Company Amendments
Council approved bylaw amendments that will allow Transportation Network Companies (TNCs), such as Uber and Lyft, to operate in Calgary. The amended bylaw creates the foundation for a robust network that supports transportation options for Calgarians. It also allows established taxi and limousine providers to negotiate and charge fares through a smartphone app on the same basis as TNCs. The amended bylaw comes into effect April 4, 2016.
Community Economic Resiliency Fund Report
Council approved one-time operating budget increases totalling $14.4 million for initiatives put forward for Community Economic Resiliency Fund support. The proposals were a coordinated response to Calgary’s current economic conditions and they align and increase the pace of implementation of 10-Year Economic Strategy for Calgary. The initiatives focus on affordable housing to support an increase in supply and improve access to housing; a renewed marketing campaign for Calgary; labour market initiatives; head office real estate action plan; accelerated economic diversification in logistics, film and creative industries, agribusiness, and renewable energy; and a roadmap for innovation.
