The Sept. 26, 2016, Regular Meeting of Council included:
Taxi And Limousine Advisory Committee Terms Of Reference Amendments, 2017 Work Plan And Budget
Council adopted the amended Terms of Reference. Council also directed Administration to conduct a review of the governance model and Terms of Reference for the Livery Transport Advisory Committee (LTAC) in collaboration and consultation with the City Clerk's Office, LTAC and key stakeholders and report back to to Council through the Community and Protective Services Committee with the results of the outcome of the review no later than Q4 2014. The updated Terms of Reference support the evolving livery industry in Calgary.
Council Policy Statements On Simultaneous Disclosure Of Responses To Freedom Of Information And Protection Of Privacy Requests
Council received the report for information and directed the City Clerk and City Solicitor collaborate on the development of a Council Policy with respect to Simultaneous Disclosure (or Proactive Disclosure) publicly, of responses to Freedom of Information and Protection of Privacy (FOIP) Requests, as discussed in this report, and report back to Council through the Priorities and Finance Committee no later than March 2017.
Olympic Bid Exploration Update
Council referred the report in order to allow for further consideration in regard to the proposed governance structure. Council directed administration to report back to Council in regard to the matters outlined in recommendation 3 no later than the October 3, 2016, Combined Meeting of Council. Subsequent to Council’s recommendations on June 20, 2016, the 2026 Olympic Bid Exploration has been initiated, which includes formation of a not-for-profit corporation and execution of a Funding Agreement.
Guidelines for Councillor Conduct in Relation to Other Councillor’s Wards
Council adopted Ethical Guidelines for Councillor Conduct in Relation to Other Councillor’s Wards. The Ethical Guidelines provide clear and flexible guidelines governing Councillor conduct, that respect and balance overarching principles regarding City governance and Ward representation.
Council deferred a report regarding major sports facilities to no later than Q1 2017, to allow more time for dialogue with Calgary Sports and Entertainment Corporation (CSEC) and key stakeholders. Engagement with CSEC and key stakeholders is critical for the success of a detailed investigation that includes a comparative analysis of Administration and CSEC reports and an examination of two potential development concepts for major sports facilities.
