Waste & Recycling Services Financial Model
Waste & Recycling Services (WRS) presented an update on their Financial Model Review to SPC on Utilities and Corporate Services. As part of Action Plan 2015-2018, WRS committed to completing a Review that would provide recommendations for a new Financial Model that could be implemented in the 2019-2022 business plan and budgeting cycle. Currently WRS has a Financial Model that includes a blend of property tax, grants and user fees to pay for programs and services. The services WRS provides have progressed since this model was developed and moving towards a fee-based funding model will ensure WRS can continue to operate programs and services in a way that is self-sustainable, transparent, supports waste diversion and is fair to customers. The SPC on Utilities and Corporate Services received this report for information.
Deferral Report - 2015 Environmental Agreements Annual Report and Bylaw Amendments
Administration was previously directed by Council to recommend amendments to the Environmental Agreements Bylaw. Committee recommended that Council defer this work until no later than June 2016.
Deferral Report - Water Supply Management Plan
Committee recommended that Council defer Administration’s response to the Notice of Motion “Provincial Flood Mitigation and Water Supply Management” until no later than June 2016.
