Update June 2015:
On Monday June 29, a number of items around secondary suites came before City Council. City Council considered the amendment to the Land Use Bylaw to allow secondary suites to be a discretionary use in Wards 7, 8, 9, and 11. Council also considered two other proposals: one to look at a plebiscite on the issue; and, another to set up a registry for secondary suites. In the end, Council voted down all of the proposals.
Thus, the situation remains status quo. Secondary suites will continue to come to City Council on a one off basis to be considered for a land-use amendment at a Public Hearing. All the existing rules around secondary suites remain unchanged.
Update May 2015:
On Tuesday May 12, City Council held the public hearing for this item and heard from a number of people both in support and opposed to the proposal. City Council passed first reading of the bylaw and suggested an amendment, which would make basements suites within the home a discretionary use. Originally the bylaw proposed that suites within the home be a permitted use. Each bylaw must receive three readings to be approved.
City Council scheduled the proposed bylaw to return on June 29, 2015 for further discussion and decision (vote on 2nd and 3rd readings of the bylaw). Other related secondary suite reports will also be presented to City Council. These reports will provide information on a possible plebiscite, a community consultation package and a licensing system for suites.

There will be a public hearing on the proposed Land Use Bylaw Amendments related to secondary suite zoning in Wards 7,8,9 and 11 on May 11, 2015. If you have comments on the proposed amendment you can submit your comments to City Clerks by 10am Thursday May 7, 2015. If you are interested in speaking at Council you are welcome to attend, everyone is provided 5 minutes to share their presentation with Council and additional time is provided should members of Council ask you questions.

On April 21, 2015 there was an information session for community associations representatives. Each community association was invited to have their president, development chair or other board representative attend. At this information session there were presentations by Rollin Stanley on general secondary suite information and by Cliff De Jong on safe and legal secondary suites.
On March 26, 2015 the proposed amendment was presented at Calgary Planning Commission.
