Ward 11 Brian's Beat: Secondary Suite Research Project Findings

Ward 11 official website Today, Councillor Druh Farrell and I shared findings from a study on secondary suite applications.

The study captures characteristics of 265 secondary suite applications heard before City Council between January 1st, 2014 and December 31st, 2016. The purpose of the study was to investigate potential influences or patterns in Council’s decision making process around secondary suite applications.

The research suggests that preference for approved applications is awarded to applicants with compelling personal stories, rather than on actual planning principles.

Personal stories should not be relevant to Council’s decisions. At Council we continually say that applicants do not have to share personal details, nor are they relevant, and yet, they appear to sway Council decisions.

Councillor Farrell and I have long advocated for a coherent and streamlined secondary suite application and approval process.

The study compares and contrasts characteristics of the residence in question, such as garages, laneways, driveways, lot configurations, and parking. Applicants’ gender, ethnicity, and languages were also evaluated.

With the number of secondary suite applications increasing year over year (37 in 2014, 67 in 2015, and 161 in 2016) the need for Council to come to a sound, timely, and cost-effective decision making process is imperative.
