In an effort to meet the challenge of city growth, City Manager Jeff Fielding announced last October the launch of Build Calgary. Since then the Build Calgary core team has been working diligently to ensure the pieces are in place for a successful result. Today, I would like to pass along some information on the Build Calgary project.
What is Build Calgary?
Simply put, Build Calgary is a collaboration between multiple City business units and external stakeholders with a mission to prioritize and meet the ever-changing demands within our city. The City of Calgary wants to get out in front of the many challenges that come with growth. To make that happen, the Build Calgary team will work to achieve two goals: (1) implement a funding approach that provides the necessary infrastructure to accommodate projected growth; and (2) work with partners to create a transparent approach to sustainable infrastructure funding for the orderly, economic and beneficial development of land.
To accomplish this, the Build Calgary team has identified the following five critical initiatives:
- Off-Site Levy Bylaw: Council approval of an Offsite Levy Bylaw, for implementation in 2016
- Land Supply Process: Transparent and orderly land/infrastructure delivery
- Legislative Framework: A new relationship with the Province of Alberta
- Regional Coordination: Partner with the regions on strategy and regional infrastructure cost sharing
- Commercial/Industrial/Transit Oriented Development: Ensure significant development opportunities that generate non-residential tax revenue
What has happened to date?
Build Calgary presented to the Strategic Meeting of Council on January 16th. At that time, Mr. Stevens and Mr. Armitage presented preliminary information to City Council and answered questions. Council received the report for information and directed that Administration only work on infrastructure included within the 2015-2018 Action Plan until a new Offsite Levy Bylaw is in place – targeted by the end of 2015.
What’s next for Build Calgary?
The five critical initiatives will each have a project lead. Those project leads are in the process of forming teams to meet the objectives of each of the initiatives. Build Calgary will communicate updates to staff members on a regular basis so stay tuned to the myCity page.
