Citizens should have access to high quality, affordable recreational opportunities – including golf. Currently, The City operates eight golf courses
in six locations. On average, Calgarians visit municipal golf courses 300,000 times a year.
Despite many successes, challenges remain in meeting operational and capital investment financial needs. Recognizing these challenges, Golf Course Operations undertook a 30-month comprehensive review of municipal golf operations to identify strategies for improving financial performance, meeting life cycle requirements and enhancing sustainability.
Over the next 10 years, approximately $34.5 million (inclusive of McCall Lake) is needed for life cycle upgrades across the entire municipal golf course system to ensure its sustainability. Of the $34.5 million, McCall Lake Golf Course requires roughly $6.7 million. Lifecycle upgrades required at McCall Lake Golf Course include:
- Upgrades to clubhouse, maintenance building and pumphouse building
- Upgrades to cart pathways
- Repair and upgrades to fencing
- Road upgrades and repairs
- Upgrades to parking lot
- Repairs and upgrades to retaining walls
- Drainage repairs on holes 1, 2, 12 and 18
- Relocation of the #1 tee box
- Washroom upgrades to ensure accessibility
- Repairs to signage
- New perimeter screening
- Sand trap modifications
- Additional tree planting
In addition to life cycle upgrades, McCall Lake runs an average annual deficit of between $200,000 and $250,000.
A comprehensive feasibility study is required to determine what can be developed and sustained on this site, followed by a clearly defined Land Use redesignation process in support of the feasibility study. The Land Use redesignation process requires a Public Hearing at Council. Citizens will have an opportunity to speak to Council at that time.
Should these critical decision-making points support the current intent to close McCall Lake after the 2014 season, public engagement will be sought on the development of the Recreation Campus.
A project timeline for the closure and potential redevelopment of McCall has not yet been developed. Our current focus of work is on the Golf Course Fee Restructuring Review. This work is anticipated to be completed and presented to Council in November
