Urban Development is a division of Development & Building Approvals and is the development review co-ordinating entity for the following Engineering-oriented City of Calgary business units:
- Roads
- Water Services
- Waste & Recycling Services
- Environmental Management
- Land Information and Mapping
- Utility Line Assignments
- Geomatics
Our primary goal is to ensure that development occurs safely and in accordance with the engineering standards provided by The City.
Urban Development is also one of the four partner business units that make up the Corporate Planning Applications Group (CPAG).
Urban Development is divided into three sections:
- Subdivisions,
- Engineering Development
- Development / Business Issues
The Development / Business Issues section is responsible for various issues that may arise. These issues and who will work to resolve them, is dependent upon where an application has progressed within the Development Approval process.
Urban Development is moving
Urban Development is moving in December from the 4th floor of the Municipal Building to the 5th floor. The move will happen in two phases with Engineering Development (CPAG) and Subdivision Development (Development Agreements) moving December 11 and Business Issues (Construction Drawings) & Development Site Servicing (formerly Building Grades) moving December 18.
It may be widely known already that Urban Development has acquired the Development Site Servicing (DSS) (formerly Building Grades) group from LIM (6th floor municipal bldg). DSS will be moving with the Business Issues section to the 5th floor on December 18. DSS will be open again for business on December 21.
By December 18, all of Urban Development will be located on the 5th floor of the Municipal Building, 800 Macleod Trail SE.

Development Site Servicing Plans (DSSP's) - Changes in Fees
Development Site Servicing (formerly Building Grades) has been accepting minor revisions to approved DSSP drawings via 8 ½" x 11" for sites presently under construction, free of charge.
Effective 2009 August 1, there will be a charge of $169 per revision as per the Site Servicing Bylaw to begin achieving a cost recovery model that has been mandated by Council.
After the job is completed a full set of drawings showing all 'as-built' conditions is still required.
