Board Responsibilities

The Public Art Board provides expert community input on public art for the City of Calgary.

This Board is responsible for:

  • Promoting awareness and understanding of the importance of high-quality public art.
  • Recommending and advising on public art policies, guidelines, plans and issues as they relate to the City of Calgary.
  • Providing input to the Public Art Master Plan.
  • Reviewing all public art project plans to ensure established criteria are met.
  • Reviewing all acquisitions and donations of public art according to established criteria.
  • Acting as a resource to City Council and to its boards, agencies and the administration on all public art matters.
  • Supporting Public Art staff in carrying out the Mission of the Public Art Policy.
  • Presenting an Annual Report to Council.

Board Members

The required composition of the public art board is defined in the Public Art Board Mandate PDF File (31 KB) as being comprised of nine (9) representatives, with a minimum of two visual artists, and the remaining from the following disciplines, one of whom will be a representative from The Calgary Arts Development Authority (CADA):

  • Arts Administrators
  • Arts Consultants
  • Art Historians and Heritage Professionals
  • Architects, Landscape Architects and other Design Professionals
  • Business Representatives
  • Civil Engineers
  • Visual Art Conservators and Curators
  • Citizens at Large

Public Art Board Members:

Tom Tittemore - Chair
Current Chair of the Public Art Board (as of November 2007). Tom possesses Bachelor degrees in Environmental Science, Science and Architecture. He is a member of the Alberta Association of Architects, the Architectural Institute of British Columbia and the Royal Architectural Institute of Canada. Among his many affiliations, he served as President of the Calgary Allied Arts Foundation from 1994 to 1996. His two decades of successful project management and innovative practice encompass a diversity of facility types, including education, health care, cultural, civic, housing, corporate interiors, sports and leisure, retail/commercial, industrial, national defense and master planning.

Gail Anderson  
Former Chair of the Public Art Board (2004-2007). Gail possesses a Bachelor of Fine Arts degree, as well as a Masters Degree in Library Science. She has been involved with arts related community organizations for many years.  She served in a number of capacities, including President, with the Calgary Region Arts Foundation, as well with the Calgary Allied Arts Foundation. As Chair of the Public Art Committee, she was instrumental in creation and implementation of the Public Art Policy.

Charles Burgess
Charles is a Calgary lawyer and businessman who specializes in corporate finance transactions for small to medium-sized private and public corporations. Charles practiced law at Milner Fenerty, now Fraser, Milner Casgrain from 1987 until 1996.He earned his LL.B. (cum laude) from the University of Ottawa in 1987. While attending law school, Charles completed the Canadian Securities Course and worked in the Adjudication Division of Revenue Canada – Customs and Excise. A passionate arts enthusiast, Charles transformed his firm's fine art inventory while at Milner Fenerty.

Helena Hadala  
Helena was born and raised in Calgary and graduated from the University of Calgary with a Master of Fine Arts (Drawing) in 2002. She has travelled extensively in Europe and spent several years in Asia. Helena is a full time visual artist and has her work in many private, public and corporate collections including Canada Council Art Bank, Alberta Foundation for the Arts and the Nickle Arts Museum. She has been a board member for The Calgary Allied Arts Foundation and Sculpture Advisory Committee 1995-1997 and joined The City of Calgary Public Art Board in December 2008.

Bonnie Laycock  
Bonnie Laycock is the recipient of a number of volunteer and arts awards. As Chairman of "Udderly Art," Bonnie brought over a hundred colourful cows to the streets of Calgary in the summer of 2000. The sale of the beautiful bovines raised over $1.3 million for local charities. A former board member and Vice Chairman of the Alberta Foundation for the Arts, Bonnie had held numerous positions with arts, theatre and cultural groups across the province. She has chaired, worked as a volunteer and been a fundraiser for many community and arts organizations. Bonnie was a small business owner and has worked as the Events Manager for the Calgary Chamber of Commerce. Bonnie Laycock joined the Public Art Board in November 2007.

Monika Smith
Monika Smith became a member of the Public Art Board in 2008. She recently graduated from the Alberta College of Art, obtaining a BFA, majoring in ceramics. She also has a BA from the University of Guelph, a diploma from the Ontario College of Art, and has certificates from Mount Royal College (Non-profit Management) and the University of Guelph (Equine Science). Professionally, she has worked as a graphic designer, successfully operating her own business for many years. As an emerging artist in clay, she is developing a studio practice and is a member and volunteer of a number of pottery and clay associations.

Dr. Verna Reid
Verna Reid is Lecturer Emeritus at the Alberta College of Art and Design, where she taught in the Liberal Arts program since 1971. She has also taught at SAIT, Mount Royal College and the University of Calgary. Upon retirement, Verna earned and was awarded the first PhD by the Department of Communication and Culture at the University of Calgary. She has published many critical articles on both literature and visual arts, and in 1993 received the YMCA Women of Distinction Award for Arts and Culture. She has served on the board of directors of the Alberta Foundation of the Literary Arts and the Calgary Allied Arts Foundation. An artist in her own right, Verna continues her painting practice of many years.
