Procedures and Guidelines for the Installation of Banners

The following criteria must be met in order to have a promotional banner sign installed over a roadway:

**NOTE: Changes to this program are underway. Check back for updates.

  1. The banner must be promoting a non-profit, cause or public event by major institutions (i.e. hospital opening, SAIT, U of C). Banners promoting school enrolment are not permitted.
  2. Application must be made in writing to the Traffic Division a minimum of four weeks and a maximum of four months, prior to the desired installation date. Structures cannot be reserved prior to an official written request being submitted.  All required information should be faxed to (403) 268-5850 or email banners@calgary.ca
  3. The applicant must provide a certificate of insurance with two million dollars of liability insurance naming the City of Calgary as co-insured for the period that the banners will be displayed. Applicants must also provide a current written non-profit corporate registry search. (In cases where an organization demonstrates that they are unable to obtain two million dollars of liability insurance, they may apply to the Executive Office to have the insurance requirement reduced to an amount that they are able to obtain.)
  4. The request must contain a scaled detailed drawing showing the exact dimensions, artwork, the material and fastening method to be used, and wording complete with font size. See Schedule B of the Procedures for installation PDF File (29 KB) for font sizes. An electronic copy of the banner is required.
  5. Maximum banner size is 1m x 10m. Banners must be constructed of a sturdy fabric type material with perforations to minimize wind loading and; fastened with a light plastic coated cable (minimum diameter 1/8" / 3mm) and cable clamps, threaded through grommets in the banner and woven around the hand railings on the structure. The applicant is responsible for all damages to the structure(s) caused by the installation of their banners.
  6. If the organization applying has third party sponsorship, the following criteria is applicable:
    • One sponsor - a maximum of 10% of the banner may be used by the third party sponsor.
    • Multiple sponsors - a maximum of 15% of the banner may be used by the third party sponsor.
    • A scaled detailed drawing is required.
  7. A non-refundable, administrative fee in the amount of $25 plus GST will be charged.  Payment can be paid in person by cheque, cash or credit card.
  8. Banners will only be approved for the structure locations shown in the tables below.
  9. Depending on availability, a maximum of eight banners per applicant, per year, will be allowed.
  10. The Manager of the Traffic Division may restrict the installation of any banners that would conflict with or detract from other pageantry flags or banners used during major special events.
  11. The maximum period that a banner can be displayed is two weeks. Banners shall be installed Sundays and removed Saturdays. Failure to remove banners on the specified Saturday may result in refusal of future requests.
  12. A minimum of two individuals must install the banners. Installers must be a minimum of 18 years of age.
  13. Installers may not stop vehicles on structures to hang banners. The Applicant is responsible to locate adequate parking and comply with applicable legislation.
  14. Banners can not cover existing banners. If the structure is occupied contact the Traffic Division.
  15. Permit number to be placed on the lower right hand side of the back of each banner.
