Jill Floen, BA, LL.B, LL.M.

Director Title: Acting City Solicitor and General Counsel & Acting General Manager, Law and Legislative Services

Areas of focus:  As Acting City Solicitor and General Counsel, General Manager Law and Legislative Services, Jill oversees the Law and Legislative Services Department, which includes the City Clerk’s Office, Corporate Security and Law Business Units. As lead legal counsel, she works primarily with members of senior management, the Mayor and Council, and is responsible to oversee the delivery of legal services to the Corporation. Jill enjoys leading, mentoring and working with the exceptional teams from across the corporation. 

Career history:  Jill joined The City in 1996 as an articling student in the Law Department, following which she practiced municipal law at a law firm in Calgary. Jill returned to the Law Department in 1999 as a planning lawyer, and served as the Manager Planning & Environment within Law from 2007-2013. Immediately prior to serving as the Acting City Solicitor and General Counsel, General Manager Law and Legislative Services, Jill served as the Assistant City Solicitor and provided strategic business and legal advice in support of various corporate initiatives, including: Infrastructure Calgary, One Calgary, Build Calgary, Flood Recovery, and creation of the City Charter.  

Jill holds a Bachelor of Arts degree from the University of Calgary, Bachelor of Law degree from the University of Alberta, Masters of Law degree from York University, and a Masters Certificate in Municipal Leadership from the Schulich School of Business from York University. Throughout her career Jill has been an active member of Canadian Bar Association and Canadian Corporate Counsel Association.
