Affordable housing - roles and responsibilities

The Ministry of Seniors and Housing is responsible for affordable housing in Alberta. They are the primary funder of affordable housing developments throughout the province. They also own and operate many affordable housing properties, including more than 5,500 units in Calgary.

The federal government also provides funding for building and maintaining affordable housing properties, through the Canada Mortgage and Housing Corporation (CMHC).

Under the Alberta Housing Act, local housing authorities are responsible for managing affordable housing properties, programs and tenant applications. The Calgary Housing Company (CHC), a wholly owned subsidiary of The City, is the largest such authority in Calgary. It operates at arms-length to both City Council and Administration under the direction of an independent Board of Directors.

Under the direction of City Council and Administration, we build new affordable housing developments with the majority of costs covered by provincial and/or federal government grants. Our Affordable Housing team works to secure the land, development permits and balance of City funding needed for new housing projects.

We also work with site communities and manage building design and construction. Once construction and landscaping are complete, we transfer ownership to CHC for tenant occupancy, management and program delivery.

Our affordable housing priorities are guided by the Corporate Affordable Housing Strategy, which aligns with Council priorities, our Municipal Development Plan, imagineCALGARY and several other planning and policy guidelines.

Our efforts also support the  Calgary 10-Year Plan to End Homelessness (2008), administered by the Calgary Homeless Foundation and  A Plan for Alberta - Ending Homelessness in 10 Years.
