City Council approves further supports for Calgary’s business community

Planning & Development is deferring and/or waiving fee payments in 2020, specifically enhancing flexibility on building permits. This means financial flexibility to manage cash flow through projects, and align fees closer to when revenues are being realized, as well as extensions on any upcoming expiry windows by six months. This will ensure approvals do not expire while businesses deal with the impacts of COVID-19.

As of May 1, the following fee changes will be in effect:

Waived fees

No payment is required for the following applications types, from May 1 to Oct. 31, 2020:

  • Certificates of Compliance (Residential - single, semi-detached, and duplex)
  • Change of Use Development Permits
  • Home Occupation (Class 2) Development Permits
  • CPAG Pre-applications

Simplified Fees

A change of policy eliminates the $125,000 deposit plus cost recovery calculation for growth management overlay combined outline plans, land use amendments, and ancillary applications. Standard fee schedule rates will be applied regardless of the existence of growth management overlay.

Deferred Fees

A small portion of the fees related to the items listed below are required at submission, while the remainder of the fees will be required at a later date:

  • Building Permits (Commercial and Multi-Family) – 25 per cent of the fee up front, with the remainder required from the applicant prior to issuance.
  • Development Permits – 25 per cent of the fee up front, with the remainder required prior to decision.
  • Land Use, Outline Plan, Road Closures – 25 per cent of the fee up front, with the remainder required prior to going to the Calgary Planning Commission for review.
  • Subdivision by instrument – 25 per cent of the fee up front, with the remainder required from applicant prior to decision.
  • Subdivision by tentative plan – 25 per cent of the fee up front, with the remainder required from the applicant prior to endorsement, or one year from submission - whichever comes first.

Flexibility for Cash Flow

Commercial Building Permits

There is now an option to provide temporary refunds of up to 75 per cent to applicants if construction has not yet started (as of May 1, 2020).

  • Repayment of the fees would be required from the applicant prior to re-issuance of the permit
  • Permit would remain open until they are ready to start construction

To submit these application types, please call the Planning Services Centre at (403) 268-5343 and work directly with an agent to complete the intake process. Please allow up to 45 minutes to process your application over the phone.

If you have any questions about these changes, please email approvals@calgary.ca

New digital intake application process starts May 1

Planning & Development remains committed to processing development applications during the State of Emergency. We want you to know how much we appreciate your flexibility to adapt to the changes we've been implementing since mid-March.

Starting Friday, May 1, we’re introducing a new digital intake process for large scale development permits, land use amendment applications and outline plans. To submit these application types online, call the Planning Services Centre at (403) 268-5343 and work directly with an agent to complete the intake process.

Before you call, please consider the following:

  • Allow up to 45 minutes to process your application over the phone.
  • Please have all digital files organized and ready to upload at the agent’s instruction.
  • Files will be transmitted securely via Microsoft OneDrive and reviewed during the call.
  • All documents must be named as per City of Calgary building and development lists and forms (CARLs) naming conventions to make document types easy to identify.
  • All files must be in PDF format. Please create one PDF file for each requirement.

The City of Calgary will continue to accept smaller scale applications through Online Services at apply.calgary.ca and subdivision applications through the VISTA portal.

Suspension of construction sites

If you are suspending activity on a construction site, please inform The City of Calgary by calling 311.

Building inspectors will attend multi-family and high-rise sites that would have higher risk to public safety should construction activity be stalled at this time. Inspectors will review public access, loose debris, and security of the sites. 311 is prepared to respond to these calls and track all suspended sites.

Please refer to the Calgary Construction Association resources for site suspension and pandemic planning:

Commercial and multi-family inspections

Inspections will continue for commercial and multi-family sites, as long as the inspector is satisfied that workers on the site are following safe-distancing recommendations and permit holders at the site have met COVID19 screening criteria.

Occupied residential inspection

Inspections of occupied residential sites excluding those listed below will continue via video inspections. If the video inspection cannot be completed, the inspection will be delayed until we can do complete a physical inspection. Inspectors will be working with customers to make sure terms of permits will not be impacted.

Physical site inspection may occur where COVID19 screening criteria are met in the following situations:

  • exterior inspections (i.e., deck, detach garage, changes to site plan)
  • emergency situations – for example: interruptions to utility services have occurred (i.e., power, water, natural gas), or
  • final inspections for occupancy or partial occupancy of premises.
