The July 3, 2019, Planning and Urban Development Committee meeting included:

Multiple Municipal Historic Resource Designation - Spring 2019 

Administration presented a report on three evaluated heritage sites for designation as Municipal Historic Resources under Section 26 of the Alberta Historical Resources Act. It is a departure from Administration’s previous reports recommending designation of individual properties. This new approach is being introduced to increase efficiency and clarity. Designation as a Municipal Historic Resource offers legal protection to evaluated heritage sites, preserving them for the future, and making the owners eligible for conservation incentives and financial assistance in maintaining the properties through existing Municipal and Provincial programs.

This will go forward to Council with the recommendation that Council give three readings to each of the following proposed bylaws, to designate as a Municipal Historic Resource: a) the Richard and Annie Taylor Residence; b) the Norman and Jo Ann Stewart Residence; and b) the Gerlitz Residence.

New Policy: West View Area Structure Plan (Ward 01) 

The West View Area Structure Plan policies provide a vision and framework for the long-term future development of approximately 250 hectares (618 acres) of greenfield land in west Calgary. With an anticipated residential population in the range of 8,000 to 10,000 people and approximately 1,300 jobs, this will meet the Municipal Development Plan’s (MDP) overall community intensity target of 60 people/jobs per gross developable hectare.

This will go forward to Council at the end of July. The Committee directed Administration to submit the proposed West View Area Structure Plan to the Calgary Metropolitan Region Growth Board for review. The proposed bylaw to support the plan will be given first reading. Second and third readings will be withheld until the plan has been approved by the Calgary Metropolitan Region Growth Board.

New Policy: Ricardo Ranch Area Structure Plan (Ward 12)

The purpose of this report is to recommend approval of the Ricardo Ranch Area Structure Plan (The Plan), a developer funded statutory policy plan that will guide new development in the Ricardo Ranch plan area. This area is one of the last remaining lands located within the Bow River valley to be comprehensively planned in southeast Calgary. The Plan will be read and implemented in conjunction with the New Community Planning Guidebook, contained in Volume 2, Part 1 of the Municipal Development Plan (MDP).

After amendment, this will go forward to Council at the end of July. The Committee directed Administration to submit The Plan to the Calgary Metropolitan Region Growth Board for review. The proposed bylaw will go forward to Council where it will be given first reading. Second and third readings will be withheld until The Plan has been approved by the Calgary Metropolitan Region Growth Board.
