The Mar. 7, 2017, Priorities and Finance Committee meeting included:

Organizational Efficiency - Intentional Management, PFC2017-0234

The Priorities and Finance Committee received information on how The City is taking action to support Calgary’s economy, keep Calgarians working, and reduce the cost of local government. Under Council direction, Administration has achieved $325 million in savings and provided notable benefits to Calgarians through the intentional management of The City’s financial position under the Leadership Strategic Plan: Contract with Council and the Performance Management System. The report and attachments highlight many of Administration’s achievements towards organizational efficiency and savings since 2015, provide a progress update on the Leadership Strategic Plan, and create an opportunity for discussion about ongoing efficiency strategies and initiatives for 2018.

Parking Revenue Reinvestment Reserve, PFC2017-0223

The Priorities and Finance Committee recommends that Council approve the creation of the Parking Revenue Reinvestment Reserve and direct Administration to transfer monies from 2016 that have temporarily been placed in the Parking Land Acquisition Reserve into the Parking Revenue Reinvestment Reserve, to facilitate the implementation of the recently approved parking dividend policy in Council Policy TP017.

Public Submission Procedures, PFC2017-0015

The Priorities and Finance Committee received information on public submission procedures. The report identifies that the obligation to facilitate public participation in the planning process per the MGA, must be balanced with The City and Council’s obligation not to circulate or publish comments that are legally problematic that may be contained in a submission. The Committee recommends that Council: 1) endorse the protocol contained in this report for Administration’s management of legally problematic public submissions; 2) direct Administration to propose new provisions in the upcoming Procedure Bylaw review to clarify what is an “abusive” submission and reflect the business protocol referred to in recommendation 1, and; 3) direct that Attachment 2 remain confidential pursuant to Sections 24(1)(a)(b) and (f) and 27(1)(a) of the Freedom of Information and Protection of Privacy Act.
