Winter Green Cart Collection Schedule

The volume of food and yard waste set out by Calgarians decreases significantly in the winter months. There is an opportunity to achieve additional program cost savings by moving to an every-other-week collection frequency for the Green Cart Program in the winter months (November to April). Adjusting the green cart collection frequency would realize cost savings in areas such as labour and fuel of approximately $2 million annually.

The committee recommended that Council implement an every-other-week green cart collection over the winter months starting in November 2018, and direct administration to incorporate savings into the Waste & Recycling Service rates and fees for the 2019-2022 budget.

Waste & Recycling Services Financial Plan 2019-2022

As part of their 2015-2018 Action Plan, Waste & Recycling Services completed a financial review. The review identified the need to address the following financial matters:

  1. some fee rates do not cover the full cost of services;
  2. funding sources are not aligned to service;
  3. waste tipping fees cannot reliably cover the cost of diversion, and;
  4. improved customer understanding of service value and their funding sources is needed.

Based on this review, the committee recommended that Council direct administration to action a proposed one-year transition plan which will carry the department from the current financing model to the proposed new one. This transition plan accelerates customer benefits and facilitates further discussion regarding variable cart sizes and prices for residential customers which would lead to a reduction on tax support dependency for specific residential services.

They also recommended that Council further direct administration to return to the April 25, 2018, Strategic Session of Council with a rates and fees plan for the 2019-2022 budget (including the tax savings from a change in the way services are financed).
