Re: Notice from the Returning Officer
Changes to the Local Authorities Election Act, RSA 2000, c-L21
On December 11, 2018 Royal Assent was given to Bill 23 – An Act to Renew Local Government in Alberta. This legislation contains changes that will impact local elections, including new legislation governing third party advertising. Included are new requirements for third party registrations, advertising expense limits, contributions and expenses, and disclosure of contributions.
Some requirements in the legislation will be applied from the date the Act received first reading on November 5, 2018. This means that funds raised by a third party beginning November 5, 2018 may fall under the new legislation.
It is important that all third parties who conduct political or election advertising are aware of the changes and plan accordingly.
The revised legislation is available online and further clarifying regulations are being developed for approval. Municipal Affairs is available to answer specific questions on the legislative changes and the potential impacts on campaigns in local elections at (780) 247-2225 or toll free in Alberta 310‑0000. Candidates and Third Parties are encouraged to seek independent legal advice to understand the rules prior to accepting contributions.
