Silver Springs development application

Update – June 2018

On January 22, 2018, Council held a public hearing on the land use amendment and road closure application and gave First Reading to the proposed bylaws. Council also directed that Administration work with the applicant and the ward Councillor on potential development permit issues and present the development permit to the Calgary Planning Commission for decision. 

The Calgary Planning Commission reviewed the development permit application on May 17, 2018. At that meeting, Calgary Planning Commission recommended approval of the development permit pending Council’s decision on the land use amendment and road closure application.

The land use amendment and road closure application is now scheduled to return to Council on June 11, 2018 for final decision. Please note that as the application is not returning as a public hearing item, there will not be an opportunity for the public to speak to this item at this Council meeting.

Overview

Land Use Amendment and Road Closure Application (LOC2017-0093)

In March 2017, Gravity Architecture submitted an application on behalf of Habitat for Humanity to redesignate (rezone) this property to allow for multi-residential buildings (e.g. townhouses or low-rise apartments). The property is located at 84 Silvercreek Crescent N.W. in the Silver Springs community and is adjacent to Nose Hill Drive N.W.

Following the initial submission, Gravity Architecture revised their application to include a portion of road right-of-way (identified in the map below), and to change the maximum density from 110 to 95 units per hectare.

The proposed M-C1 d95 District would allow for:

  • multi-residential buildings, such as townhouses and low-rise apartment buildings;
  • a maximum building height of 14 metres (an increase from the current maximum of 10 metres);
  • a maximum of 33 units (an increase from the current maximum of one single-detached dwelling).

On June and July 2017, we held online and in-person engagement opportunities which included a public information session on June 29, 2017. Input gathered is summarized in the What We Heard Report.

On January 22, 2018, City Council held a public hearing on the land use amendment and road closure application. Following the public hearing Council gave First Reading to the proposed bylaws and then directed Administration to work with the applicant and the area Councillor on potential development permit issues. The land use amendment and road closure application will return to Council for consideration for second and third readings following Calgary Planning Commission’s review of the development permit application (see below). The date to return to Council is tentatively scheduled for June 11, 2018.

Development Permit Application (DP2017-4795)

In October 2017, Gravity Architecture submitted a development permit application for the site which proposes 32 townhouse units within four buildings. The proposed buildings are three-storeys in height and include 8 townhouse units per building.

Administration has completed their review of the development permit application. The application is scheduled for the May 17, 2018 meeting of the Calgary Planning Commission. At this meeting the Planning Commission will review the application and make a decision on whether to approve it. Note that the Planning Commission meeting is not a public hearing and the will not be an opportunity for the public to speak. Administration’s report will include a summary of key concerns raised through public comments received for the application.
