About the application
The proposed 205-hectare land use plan within the communities of Silverado and Belmont, along the west side of Macleod Trail SW, includes a variety of uses to allow for:
- 109.87 hectares for wetland protection
- 17.83 hectares designated for a future regional park
- 51.23 hectares allocated for two future Light Rail Transit (LRT) stations and LRT maintenance and storage facility, a future bus maintenance and storage facility and a future City operations workplace center
- 20.77 hectares for mixed-use and residential development, intended for future marketing and sale
- The plan will also identify the location and size of public roads and pathways, including plans for future interchanges at Macleod Trail and 194 Avenue SW Interchange and Macleod Trail and 210 Avenue SW
The application will be reviewed against the Municipal Development Plan and two area structure plans (ASPs): the Southwest Community ‘A’ and Employment Centre ASP and the West Macleod ASP.
Application status
The application will progress through a regulatory process overseen by a file manager on behalf of the development application review team. It is circulated for comment to Councillor offices, business improvement areas, community associations, the Province of Alberta, and utility companies, as applicable. Feedback and input summarized from applicant-led outreach activities are also considered as part of this review. The file then proceeds to Calgary Planning Commission for a recommendation before advancing to Council for a final decision during a public hearing.

Applicant-led outreach
During a public session on February 5, 2025, we shared our proposed plan for where roads will go, how the land will be divided and what each area will be used for. A summary of feedback was captured in a What We Heard report and submitted as part of the final application to The City’s review team.
While our application continues to align with existing policy* and infrastructure** plans, we acknowledge that feedback included ideas outside of this direction—such as requests for more open space and changes to the 194 Avenue / Macleod Trail interchange.
*Policy planning in 2004 (Southwest Community ‘A’ and Employment Centre ASP) and 2014 (West Macleod ASP), both with public input, set the overall vision for growth in this area.
**Planning for the 194 Avenue / Macleod Trail interchange, including public engagement, took place in 2015–2016. Detailed design was approved in 2022.
