Accountability

In 2010, I ran on the notion of bringing accountability, cost control, and transparency to City Hall, and that is what I intend to do. The public should not need to make FOIP requests, jump through hoops, or pay out-of-pocket to see where elected officials are spending taxpayer's money or who they interact with.

Since then Council has passed the Code of Conduct for Elected Officials Bylaw (26M2018). The bylaw is aimed at mandating disclosure of a Council Member's expenses and activities in their public role. These policies are a huge step in the right direction, and I have no issue sharing my activities as a Councillor with the world.

Disclosure of Expenses


Ward Expense Reports have been available online for some time, but are now mandated as a part of the Ethical Conduct Policy. They provide a breakdown of expenditures made by each Councillor from their ward budget.



Disclosure of External Visitors


As part of this policy, Members of Council are expected to disclose a quarterly list of external visitors to The City (excluding Media), with whom they or their assistants have met in their offices. The policy includes all meetings at City Hall other than those with City staff. It came into effect on July 1st of 2013.



Gifts and Benefits Policy for Members of Council


City Council is the governing body of The City of Calgary and the custodian of its powers, both legislative and administrative. To achieve democratic accountability and transparency, it is necessary that no individual or organization influence, or perceive to influence, Council activities in exchange for gifts and benefits. The Gifts and Benefits Policy for Members of Council provides a clear process to report these gifts and benefits that it is common for them to receive in acting out their duties of office. Ward 14 Communities BBQ


The Ward 14 Communities BBQ is funded by generous sponsors who want to help Ward 14's Community Associations. I feel it is important to show that every dollar of sponsorship money goes back into the event, or to Community Associations. It is also very imporant to show that no tax revenue has been used. That is why I worked to develop an official Council Policy to provide transparency and accountability to fundraising and events by Calgary City Councillors.
