Parking Revenue Reinvestment Program

The City supports vibrant areas where people live, work, shop, dine and spend time. The parking revenue reinvestment program helps make these areas possible by using a portion of on-street paid parking revenue to fund improvements in Business Improvement Areas (BIAs) and other eligible communities.

Council approved funding for public space improvements through on-street paid parking and Market Permits helps make Calgary’s public spaces more welcoming and enjoyable. These investments support local businesses and strengthen community life.

How funding works

Each year, ten per cent of the net revenue from paid on-street parking and one hundred percent of Market Permit net revenue is set aside for local improvements within eligible Business Improvement Areas and Community Associations (CAs).

This funding goes to:

Funds from on-street parking and Market Permits collected in a community are allocated for public space improvements, with the amount determined by the parking revenue generated in each area. 

Setting Parking Prices

Parking prices are based on local supply and demand. This is outlined in section 5.1.2 of the Calgary Parking Policies. There is no fixed revenue goal and some years there may not be a surplus available for reinvestment.

What the program supports

 Public Space projects that:

  • Make streets more walkable and pedestrian-friendly.
  • Improve streets and parking.
  • Enhance the design of public space.
  • Help create lively, well-used neighbourhoods.

The previous year’s surplus revenue is used to support a Business Improvement Areas or communities’ public space improvements such as upgraded sidewalks, lighting, seating, landscaping, and other public space or parking enhancements. 

 We work closely with Business Improvement Areas and eligible Calgary communities to help pool or leverage funding so that eligible projects are considered through an application process. Application forms can be found in each distinct section below

Frequently Asked Questions (FAQs)

How long has the program been around?

The program started in 2016. However, in 2024, Council approved changes to the Calgary Parking Policies. Now, 10 percent of the net revenue from on-street paid parking is shared with eligible BIAs and communities to fund local improvements in areas with paid parking. This change makes funding more stable from year to year.

Does the Program include parkades and surface lots?

No, the Program only includes on-street parking.

Does a proposed project need to be located within its community's boundaries?

Yes, funds must be used within the boundaries of the applying community.

What if my community has a Residents Association instead of a Community Association. Can we still access the funds?

Yes, both Residents Associations and Community Associations can access the funds as long as they meet the required guidelines. 

When will my community receive its annual funding top-up?

Previous years’ allocations are distributed each April. All eligible communities will receive a letter outlining their allocated amount, and the updated amounts will be posted on the program’s website.
