Utility Alignment Permits (UAPs) are required for any sub-surface disturbance to streets, lanes or Utility Rights-of-Way (URWs) as per the Streets Bylaw, and Municipal Rights-of-Way Bylaw. There is currently no fee for the Borehole Application type.

The Rights-of-Way Management Section works closely with consultants trying to identify and, if necessary, remediate any contamination located within The City of Calgary. All Applications for Borehole investigations are treated with confidentiality.

The City’s Utility Line Assignment (ULA) review, and approval process for Borehole applications has fully transitioned online. All work requiring a UAP must be submitted through the Calgary Rights-of-Way Management (CROWM) portal at crowm.calgary.ca. This is the online place to manage all UAP applications.

To use CROWM, customers require a City of Calgary myID Business Account. myID is an online service that provides citizens and business owners with access to multiple City services using a single account.

To get started, visit crowm.calgary.ca and follow the step-by-step instructions. All borehole Applications must provide:

  • An Authorization Letter from the Client you are doing work for, clearly indicating that you are empowered to take out the UAP on their behalf and bind them to the Conditions.
  • Detailed plans, and cross sections of the borehole locations and equipment to be installed indicating all utilities within City-owned or managed ROWs including:
    • offsets from Property Lines and/or lot lines;
    • depth and size of the boreholes;
    • all drawings must be at 1:500 scale.
  • Drawings must be formatted as .dgn or PDF.
  • The maximum size for each file is 10 MB.

Once your application has been submitted, a Utility Planning Specialist will review the proposed alignment for the borehole(s). Please note, a License of Occupation may still be required when installing equipment, such as a monitoring well.

For third-party investigations of a geotechnical nature or other, an Indemnification Agreement via Roads is still required and can be requested online. If you have any questions regarding myID, please contact 311. For questions regarding CROWM, please contact ULASupport@calgary.ca.

Do we need to send our CROWM approval to the License Coordinator?

No. The license coordinator has access to CROWM so you do not need to send your approval separately once you have received it.

How long does the online process take? Is it the same amount of time as the paper process?

We strive to complete CROWM Borehole Application requests within three (3) weeks. However, the actual time frame is contingent on the workload, the number, and complexity of the applications submitted.

Is there a cost associated with the online application?

No, there is no cost to submitting the application online at this time.

Where can we direct questions prior to applying for a ULA approval?

Please direct all questions to ULASupport@calgary.ca. Should you have had a response from a specific ROW Management Service team member in the past, and contact them directly, they will forward your inquiry to ULASupport@calgary.ca anyway, so it is best that you send your message there directly to start.

What happens if there isn’t a block profile available for the area we want to work in?

A block profile is not required for your design submission. Please submit a .dgn or PDF design drawing of the proposed work area, being sure to include the nearest Property Lines, and offsets from those Property Lines to the proposed work as one of your supporting documents.

What other applications are available in the CROWM portal?

The current version of CROWM supports applications for:

  • Single Line Assignment;
  • Multi-Party Line Assignment;
    • URD (Underground Residential Distribution);
    • Developer Choice;
    • Design Only;
    • Joint Use;
  • WID (Wireless Infrastructure Deployment);
  • Annual Permit;
  • Infill Service Connection;
  • Borehole;
  • Shoring;
  • Temporary Service Drop; and
  • Tree Replacement – Urban Forestry.

If the drop-down menu does not have one of the supported Application types you are looking for, it is most likely because the Utility Provider or Contractor is not authorized for that Application type.
