About the On-site Stormwater Funding Pilot

The On-site Stormwater Funding Pilot is part of Calgary’s broader Stormwater Incentive Program (SIP). It supports residential developments in the Established Area by reimbursing costs for on-site stormwater management infrastructure.

The objective is to provide financial reimbursement for mandatory stormwater infrastructure.

*Inspection fees and inspection requests must be submitted at least 48 hours prior to construction commencement for a Private Site Inspection Report to be issued. The request form can be found here. More information about the inspection process is available on the DSSP webpage.

    Developers can apply for reimbursement of construction costs up to $50,000 for on-site stormwater storage. Eligible developments are multi-residential, or mixed-use with multi-residential components, with on-site stormwater storage in compliance with City requirements.     Use the Cost Declaration Form to report eligible costs associated with approved On-site Stormwater Funding Pilot projects and support reimbursement requests. Ensure all claimed costs relate directly to the approved DSSP and are supported by appropriate documentation.

    Cost categories and invoice requirements

    The cost categories below are used in the On-site Stormwater Funding Pilot Cost Declaration Form to help applicants organize and submit eligible project costs. The descriptions explain what types of work, materials, and services are eligible and belong in each category and what supporting invoices or documentation may be required.

    Using these descriptions can help applicants determine which invoices should be included with their submission and ensure that costs are reported under the appropriate category. Providing clear and complete documentation will also help program staff review claims more efficiently and address any questions about eligible costs. Applicants should make sure that all invoices and supporting documents clearly show how the expense relates to the approved DSSP.

    Where an invoice/receipt includes multiple cost components, applicants should provide a breakdown or explanation showing how the costs have been allocated to the categories below.

    Description : Supply, installation, assembly, and commissioning of underground stormwater storage tanks, modular storage chambers, or related structures used for runoff quantity control and storage.

    Description : Supply and installation of stormwater pipes, fittings, service connections, couplers, tie-ins, and associated appurtenances required to connect the stormwater system.

    Description : Supply and installation of manholes, catch basins, curb inlets, inspection chambers, frames, grates, and associated structures providing access and stormwater collection.

    Description : Site preparation, excavation, trenching, shoring (where applicable), bedding material, backfill, compaction, disposal of excess material, and restoration directly related to on-site stormwater system.

    Description : Direct construction labour costs associated with installation, assembly, testing, commissioning, and restoration of on-site stormwater system.

    Description : Professional engineering, hydrotechnical analysis, design development, modelling, drafting, certifications, inspections, and construction support services required for the on-site stormwater system.

    Description : Costs directly attributable to the installation or construction of on-site stormwater system that is not captured by the categories above. Applicant must provide a detailed description, quantity, purpose, and supporting documentation for review.

    Applicant must provide sufficient supporting documentation (invoices, contracts, quantity take-offs, or consultant breakdowns) demonstrating that the claimed amount is directly attributable to the on-site stormwater system.

    Why do I need to categorize my costs?

    Construction invoices often contain multiple project components. Categorizing costs helps demonstrate which expenses are associated with eligible on-site stormwater system and improves consistency in reimbursement reviews. Applicants should allocate costs to the category that best represents the work performed.

    What if an invoice contains several types of work?

    If an invoice includes multiple cost components (for example, on-site stormwater system, sanitary servicing, landscaping, or general site works), applicants should provide a reasonable breakdown identifying the portion attributable to eligible on-site stormwater system. Supporting schedules, quantity take-offs, consultant estimates, or contractor explanations may be used.

    What costs are generally eligible?

    Eligible costs are those directly attributable to the design, supply, installation, testing, commissioning, and construction of approved on-site stormwater system. Examples include:

    • Storage systems (tanks, chambers, modular systems);
    • Pipes and stormwater connections;
    • Manholes, catch basins, and inlets;
    • Excavation and backfill directly associated with on-site stormwater system installation;
    • Construction labour;
    • Engineering and design services; and
    • Other stormwater-related construction costs not captured elsewhere. 

    What costs are generally not eligible?

    Examples of costs that would not be eligible may include:

    • Costs unrelated to the approved on-site stormwater system;
    • General development costs that cannot be linked to stormwater works;
    • Costs already reimbursed through another program;
    • Unsupported estimates without sufficient documentation; and
    • Administrative, financing, legal, marketing, or land acquisition costs.

    Note: Program staff may request additional information at Stormwater@calgary.ca where eligibility is unclear.

    How much documentation should I provide?

    Applicants should provide sufficient information to demonstrate that the claimed amount is directly attributable to approved on-site stormwater system. Supporting documentation may include invoices, contracts, quantity take-offs, consultant summaries, or contractor breakdowns. 

    What if my invoices do not clearly identify on-site stormwater system?

    Applicants should provide supplementary documentation explaining how the claimed amount was determined. Examples include:

    • Engineer-certified quantity summaries;
    • Contractor cost breakdowns;
    • Schedule of values;
    • Consultant allocation worksheets; and/or
    • Annotated invoices.

    Can I submit a summary instead of every invoice?

    The Cost Declaration Form summarizes costs by category; however, applicants must submit all supporting financial records together with the OSFP Declaration Form. Documentation may be reviewed or audited to verify compliance with program requirements. This approach aligns with the program's intent to maintain accountability while reducing processing time. 

    How should I classify costs that do not fit a category?

    Use the "Other (Please Specify)" category and provide:

    • A detailed description;
    • Quantity or unit information, where applicable;
    • Explanation of how the cost relates to the approved on-site stormwater system; and
    • Supporting documentation demonstrating eligibility. 

    What does the applicant declaration mean?

    By signing the Cost Declaration Form, the applicant certifies that:

    • The information provided is true and complete;
    • The claimed costs relate to approved DSSP works;
    • The on-site stormwater systemwas constructed as approved;
    • Supporting documentation is available upon request; and
    • The applicant understands that inaccurate or misleading information may affect reimbursement eligibility.

    What records should I keep after submitting my application?

    Applicants should retain all invoices, receipts, contracts, professional reports, and other supporting documentation related to the application. These records may be requested for verification, audit, or program reporting purposes.
