Area Structure Plan (ASP) Sequential Work Plan

The ASP Sequential Work Plan provides greater certainty and predictability for Area Structure Plan (ASP) applicants, landowners and interested parties by outlining the anticipated order of future ASP projects. This updated Work Plan responds to Council direction through EC2025-0750 Notice of Motion – Creating Greater Certainty for Area structure Plan Processes. 

The Work Plan identifies when ASP projects are expected to proceed. New ASP and ASP expansion projects are sequenced to begin as current projects are completed, helping provide a more predictable planning process.

This updated schedule for ASP projects has taken into account balanced growth objectives, planned land supply levels, market trends, infrastructure and servicing information, and the status of currently underway ASPs. The Work Plan balances predictability for applicants with available City resources, setting realistic timelines for creating the policies that guide development in new communities.

1. Anticipated starts for in-sequence ASP projects are approximate and subject to change based on progress of current ASP projects, available resources and applicant readiness. A new ASP or an ASP expansion will not begin before an in-progress ASP or expansion is complete.

2. Confirmation of standalone ASP or ASP expansion approaches to be determined during project chartering.

Future ASP Proposals

Calgary currently has 15 to 20 years of planned land supply within its boundaries, with additional supply expected through the updated Work Plan. As a result, future intake for additional ASP proposals is not anticipated until the current Work Plan is substantially complete.
