Stephen Avenue is getting a major upgrade! Our goal is to create a vibrant, lively place where people can work, shop, eat, and enjoy arts and culture all year round – right in the heart of Calgary.

Stephen Avenue has been an important part of downtown for decades. Now, it's time to refresh it to match Calgary’s bold and energetic vibe. This project will help boost the local economy, bring more people downtown, and make the area more welcoming for businesses, residents, and visitors.

The vision for a new Stephen Avenue

The Stephen Avenue Revitalization project is making important upgrades to this historic street in Calgary. Under the ground, old infrastructure like water pipes, electrical lines, and stormwater systems are being replaced with modern ones to improve reliability and sustainability for the future.

Above ground, the worn-out street surfaces are also getting renewed. These changes will make the area easier to access, more flexible, and better prepared to support activities all year long, including dining, shopping, and special events.

Construction updates in 2026

Following completion of the utility upgrades in 2025, we will be rebuilding the surface with granite pavers. The installation of the new pavers will be complete in time for patios to open for Stampede 2026. 

While construction will take place along the edge of the buildings, access to businesses will be maintained through an accessible ramp bridge over the work area. Pedestrian access along Stephen Avenue will be provided along the center of the avenue.

In March 2026, the Stephen Avenue Revitalization Project will transition into the planned stage of surface revitalization work, focusing on the Edge Zone along the north side of Stephen Avenue, next to the buildings. 

While construction will affect building access from Stephen Avenue during this period, access to businesses will be maintained through an accessible ramp bridge over the work area. Pedestrian access along Stephen Avenue will remain open. 

Traffic impacts 

  • One lane of traffic in each direction on Centre Street will remain open 
  • Northbound and southbound vehicle traffic will be maintained 
  • 1 Street S.E.: the two west southbound lanes will be closed from 9 am – 3 pm daily until March.
  • Centre Street: the two east northbound lanes will be closed until early March. Two-way traffic will operate in the west lanes.
  • Construction will pause for the summer and crews will return in September to complete the installation street furniture and landscaping. 

In late September/early October, a full closure of the Centre Street/8 Avenue SW intersection will be required to reconstruct the intersection and install a raised crosswalk. Traffic will be detoured around Centre Street during this time.

2026: Edge zone completion

In March 2026, work shifts to the edge zones - areas adjacent to building frontages.

Throughout 2026, the project will be completing surface improvements between 1 Street SE and Centre Street, as well as section of sidewalk along Center Street between 8 Avenue SE and 9 Avenue SE, including the installation of granite pavers, upgraded street lighting, traffic signals, landscaping and trees, street furniture such as benches and bike racks, water fountains, automatic bollards at key intersections, and a new raised intersection at Centre Street and 8 Avenue SE, planned for fall 2026.

During construction

  • Access to businesses will be maintained at all times
  • Patios on Stephen Avenue will be able to open in time for Stampede 2026
  • Temporary sidewalk detours and traffic restrictions should be expected
  • Construction noise, dust, and vibration will occur, with mitigation measures in place
  • The Centre Street & 8 Avenue S.E. intersection will be closed for approximately four weeks starting late September/early October for approximately 4 weeks, weather dependent, to install the new raised crosswalk.
  • Pedestrian and cycling routes may shift as work progresses
  • Emergency access will always be maintained

Work hours

  • Standard: 7 a.m. - 6 p.m., Monday to Saturday
  • Extended hours and possible long weekend work will be required for Utility Tie- Ins and work within intersections

What is the purpose of this project?

The Stephen Avenue Revitalization Project is a major investment to renew one of Calgary’s most iconic downtown avenues into a safer, more inclusive, and flexible avenue and is replacing critical underground utilities that were up to 100 years old. The goal is also to create a more vibrant, inclusive, and flexible main street that serves residents, visitors, and businesses year-round.  

The project will ultimately revitalize Stephen Avenue from 1 St. S.E. to 11 St. S.W. Phase 1 of the project, from 1 St. S.E. to Centre Street. Future phases of the project are not yet scheduled.

When did this project start?

The project was launched in 2019, with public engagement. A Public Realm Study and Streetscape Master Plan were developed, and design concepts were tested through pilot installations between 2021 and 2022. 

When will construction begin and end?

Phase 1 of the construction began on Monday, July 21, 2025, starting with work on the east half of the 100 block S.E. The original construction start date of July 14 was postponed in response to concerns raised by some business owners about potential operational impacts during Calgary’s busy peak summer season. In response, The City worked directly with affected business owners and has developed a revised approach that supports both construction progress and business continuity.  

In 2026, the construction will have a scheduled pause in July and August to offset business impacts during the summer. Ahead of the 2026 Calgary Stampede, the Stephen Avenue will be fully available. Work will resume in fall 2026  and will be substantially complete by the end of 2026. 

Future phases of the project, along the remaining blocks west of Centre Street, are not yet scheduled. Future phases will be advanced through further engagement with businesses and residents, Council direction, and available funding.

Why was the start of construction delayed in 2025?

The City worked closely with Stephen Avenue businesses to develop a construction plan that minimizes impacts to daily operations. While much of this work was completed, some businesses continued to share concerns about how construction could affect their operations. To address this feedback, the City chose to delay the start of construction to allow more time to refine the plan and further reduce business impacts during construction.

Why is this project happening now?

The infrastructure beneath Stephen Avenue, including water, power, and stormwater systems, was aging and needed to be replaced to support long-term safety and reliability. Phase 1 of the project, from 1 Street S.E. to Centre Street, upgraded these systems and now we are working on surface improvements. The timing also aligns with the planned reopening of the Glenbow Museum in 2026, helping coordinate major downtown investments.

Is there access to parking during the construction?

As a pedestrian mall, public parking is not permitted in this part of Stephen Avenue.  This will remain unchanged during and after construction. However, parking is available on surrounding streets and in nearby public and private parking lots. 

What is happening with the trees?

To safely replace underground utilities and complete the streetscape improvements, 30 trees were removed. Of these, 8 had been removed earlier and 3 were dead. Once construction is complete in 2026, 18 new trees will be planted with advanced soil cell technology to improve tree health, stormwater management, and overall greening.

When did the City engage with citizens and businesses?

Between late 2019 and 2022, The City carried out several phases of public engagement for the Future of Stephen Avenue project, starting with storefront open houses, surveys, and workshops, and later shifting to virtual formats during the pandemic. Engagement efforts, including online presentations, pop-up events, and design workshops, gathered input from hundreds of Calgarians. Throughout the process, participants emphasized a vision for a safer, greener, year-round pedestrian-friendly space that supports local businesses and reduces evening vehicle traffic to enhance vibrancy and inclusivity.

Since November 2024, we have been holding regular meetings with Stephen Avenue businesses and services to share details on design, timelines, and construction logistics. 

What is the total cost of the project?

The budget for Phase 1 is $36.2 million. Funding for future phases (west of Centre Street) has not yet been secured, and timing will be determined later.

How are businesses being supported during construction?

Stephen Avenue remains fully open to pedestrians during construction, with clear signage and wayfinding to guide customers to all businesses and storefronts. Since November 2024. The City has been meeting regularly with affected businesses to share construction plans, timelines, and logistics. Information sessions with businesses are regularly held with businesses every week, and the project team remains committed to minimizing disruption, including thoughtful scheduling and clear communication. All construction schedules and working hours are available on project website and are regularly updated. 

How will this project benefit downtown Calgary?

The upgrades are:

  • Replacing utilities (water, stormwater, lighting, power) and the surface, which will be upgraded to durable granite paving stones.   
  • Providing improved power and potable water connections for activations.
  • Creating a safer, more attractive pedestrian experience.
  • Helping downtown remain a vibrant destination for residents, workers, and visitors.
  • Strengthening tourism and support more events and festivals.

What paving material are you using for the updated design?

As part of the Stephen Avenue project, we are replacing the old, worn concrete surface with modern, durable granite pavers. These pavers will provide an attractive, contemporary look while requiring   less maintenance over time than concrete. They are textured and heat-treated to improve safety in winter conditions, providing a non-slip surface that supports accessibility for wheelchairs, strollers, bicycles, and other mobility devices.
