March 23 Public Hearing on Citywide Rezoning

On Monday, March 23, 2026, City Council will hold a Public Hearing on Planning Matters to consider a proposed change to Calgary’s Land Use Bylaw related to citywide residential rezoning. I know this is an issue many residents care deeply about, and I want to make sure you have clear information about what is being considered and how you can participate.

The item before Council involves a proposed amendment to Land Use Bylaw 1P2007 that would repeal citywide residential rezoning and restore previous low‑density residential land use districts. This is a formal Public Hearing, which means Calgarians have the opportunity to provide written submissions and to speak directly to Council before a decision is made.

When and where the Public Hearing will take place

The Public Hearing Meeting of Council will begin on Monday, March 23, 2026 at 9:30 a.m. in Council Chamber at the Municipal Building, located at 800 Macleod Trail S.E.

Because a large number of public speakers are expected, the meeting will extend over multiple days. There is no set end date, and speakers may be scheduled across several days depending on how many people register.

The meeting will be livestreamed at calgary.ca/watchlive, and a live agenda showing panel progress will be updated throughout the hearing at calgary.ca/agenda.

How to provide a written submission

Written submissions are one way to share your perspective with Council.

Written public submissions must be received by the City Clerk’s Office no later than 12:00 p.m. on Monday, March 16, 2026. Submissions received after this deadline will not be accepted or shared with Council.

Submissions must meet the requirements of Procedure Bylaw 42M2025 in order to be included in the public record.

Residents can submit written comments online at calgary.ca/publicsubmissions. You may also attach up to two files, each up to three megabytes. Instructions for submitting larger files, such as videos or presentations, are available at calgary.ca/publichearing under the “Uploading your presentation file Tip Sheet.”

Written submissions may also be delivered by mail, fax, or in person, but submissions provided this way will not appear in the public portion of the Council agenda.

For security reasons, materials cannot be submitted using USB devices. Please also note that submissions must not include personal information about third parties unless you are formally representing them.

How to register to speak

If you would like to speak at the Public Hearing, you must register.

Registration is available online at calgary.ca/publicsubmissions, or in person starting March 23 at the registration desk in the Municipal Building Atrium.

Registered speakers are placed into panels and assigned a panel number. Panels are called in order, but the day your panel is scheduled will depend on how many speakers are registered. There is no guarantee that registering in person means you will speak the same day.

I strongly encourage registered speakers to monitor progress by watching the livestream, checking the live agenda online, or attending in person.

Translation services are available for public speakers and can be requested at the time of registration.

What to expect if you are speaking

Speakers may participate either in person or remotely. Remote participation requires advance registration, and the City Clerk’s Office will provide instructions by email.

Speakers are grouped into panels. Each speaker has up to five minutes to address Council. After a panel finishes, Members of Council may ask questions of the panel, with up to seven minutes per councillor.

If you plan to use presentation materials, such as slides, these should be submitted in advance through calgary.ca/publicsubmissions. Materials submitted after the March 16 deadline require the consent of the Chair to be added to the record.

Attending in person

All attendees entering Council Chamber must pass through security, including a bag check and metal detector. No outside food or drinks are permitted inside Council Chamber.

Because of the high number of anticipated speakers, seating in Council Chamber will be prioritized for individuals registered to speak on upcoming panels. Seating for observers will be available on a first‑come, first‑served basis.

Live video and seating will also be available in the Municipal Building Atrium for those waiting or observing.

Complimentary transit tickets and up to six hours of free parking in the City Hall Parkade are available to registered speakers. Details are provided upon registration.

Please allow extra time to arrive, as the Municipal Building and surrounding plaza are expected to be very busy.

City services during the Public Hearing

The City of Calgary will remain open for business during the Public Hearing. Front‑counter services on the third floor, including Development, Business and Building Approvals, City cashiers, Fair Entry, and Tax Advisory services, will continue to operate.
