Recreation Capital Investment Strategy

Summary of Proposed Projects Revised Capital Investment Strategy

On May 31, 2021 Council directed Administration to return directly to Council with a revised recreation capital investment strategy to address immediate community need by building and renewing facilities filling known gaps in amenities city-wide. On June 21, 2021, Council approved the Revised Calgary Recreation Capital Investment Strategy, Report C2021-0911.

Capital Investment Strategy

Administration developed a revised capital investment strategy for multi-use amenities to accommodate the demand for facilities, leveraging available restricted municipal funding to address:

  • the service gap for practice and play space in new and established areas of Calgary
  • aging recreation infrastructure and associated service inefficiencies, and
  • equitable distribution of in-demand amenities throughout Calgary. 

Investments in Recreation

Proposed investments will increase access to recreation opportunities for underserved areas in Calgary, allowing more Calgarians to be more active, more often.

Summary of Proposed Projects

Economic benefits are calculated using Infrastructure Calgary’s Economic Impact Assessment model. Service benefits are calculated using Calgary Recreation’s Triple Bottom Line Cost-Benefit Analysis tool and are based on projected annual facility visits.

Northeast Fieldhouse at Skyview Ranch

Project Northeast Fieldhouse at Skyview Ranch

Description

The regional fieldhouse will include a multi-sport rectangular field and supporting amenities (i.e. dressing rooms, spectator seating, circulation space and food service). It will form part of a master planned community hub and be designed for multi-purpose use to help address community infrastructure needs in northeast Calgary.

$24.5M contributed to GDP + 173 full-time equivalent jobs during project design and delivery

Service Benefits

$422,000 annually in health care cost avoidance and quality of life improvement based on projected annual visits.

Northeast Athletic Park at Saddle Ridge

Project Northeast Athletic Park at Saddle Ridge

Description

Saddle Ridge Athletic Park is envisioned to include 4 multi-purpose rectangular artificial turf fields configured to support a wide range of sports including cricket and soccer, and will include supporting amenities (washrooms, change room, etc.).

Service Level Impacts

The Saddleridge Athletic Park will be the first athletic park in northeast Calgary east of Deerfoot Trail filling an important infrastructure gap.

Northwest Athletic Park at Rocky Ridge

Project Northwest Athletic Park at Rocky Ridge

Description

Approved by Council in 2012, the Rocky Ridge Recreation Facility Master Plan identified the proposed athletic park to meet the need for practice and play space in the region. It will address the unmet need for playfield surfaces in northwest Calgary with two outdoor multi-use sports fields and supporting amenities (changerooms, washrooms, parking, and lighting).

Southeast Dome at Calgary Soccer Centre

Project Southeast Dome at Calgary Soccer Centre

Description

With the evolution of indoor soccer away from a boarded game, there is growing need in Calgary for open span field space to replicate outdoor play experience. A seasonal air-supported structure will be installed over an existing artificial turf field to maximize utilization year-round.

$4.6 million contributed to the GDP + 32 full-time equivalent jobs during project design and delivery

Southwest Fieldhouse at Belmont

Project Southwest Fieldhouse at Belmont

Description

The regional fieldhouse will include a multi-sport rectangular field and supporting amenities (i.e. dressing rooms, spectator seating, circulation space and food service). It will form part of a master planned community hub that will include a multi-amenity recreation facility and library. It will be located adjacent to a future high school and close to a future LRT station.

Twin Arena in West Calgary (Stu Peppard Arena replacement)

Project Twin Arena in West Calgary (Stu Peppard Arena replacement)

Description

The new Glenmore Arena will include two regulation-size ice sheets, spectator seating, team rooms, a multipurpose room, a classroom, support space and spectator areas.

$145,000 annually in health care cost avoidance and quality of life improvement per projected annual visits

Service Level Impacts

The new twin-ice arena will address the capacity loss of Fairview Arena in 2018 and meet the need for additional ice capacity in west Calgary. Several community sport organizations have expressed support for increased capacity in the area and Hockey Calgary has committed $3.6 million towards the redevelopment.
