Rapid Damage Assessment

Safety Codes Officers (SCOs) complete Rapid Damage Assessment (RDAs) that are the authority having jurisdiction to administer the Safety Codes Act. The SCOs enforce the applicable Building, Electrical, Plumbing and Gas codes to ensure buildings are safe for occupancy. RDAs can be completed for a large range of emergency situations such as  wildfire, flood, tornado or earthquake. 

The Safety Codes Officer Rapid Assessment is visual exterior assessment that verifies there are no significant unsafe structural, electrical and gas conditions that would prevent the safe entry to a structure.

All residents must understand that there may be other hazards on the property the SCOs have not identified through their visual exterior assessment. The homeowner must address these hazards and ensure they resolved the hazards for the safety of anyone that may or could be on the property.

The assessments use a three colour identification system:

We will hang the weatherproofed coloured placards on your property door and they must be visible. You can also find out the result of the RDA for your property by searching your address on this page.

Green identification


Your property received a Green Placard. The visual exterior assessment of your property did not identify any safety concerns about the structure. The electrical and plumbing and gas assessment identified no unsafe conditions. Therefore, your property is SAFE FOR ENTRY.

Please use caution when entering your property since we completed the RDA based on exterior assessment only. Our staff did not enter the building and potential hazards may be present inside your property. Once you assessed the interior of your property and found NO UNSAFE CONDITIONS, you can occupy your property

Yellow identification


Your property received a Yellow Placard. The visual exterior assessment of your property identified visible damages and some safety concerns. Therefore, we would like to ask you to enter your property with extreme caution.

We have only assessed your property from the exterior and our Safety Codes Officers are NOT aware of any potential hazards inside. Use extreme caution and prepare to take photos for your insurance.

Red identification


Your property received a Red Placard. The visual exterior assessment of your property identified extensive structural damages to your property that make it unsafe for entry. PLEASE DO NOT ENTER THE PROPERTY.

We have only assessed the property from the exterior and our Safety Codes Officers are NOT aware of the potential hazards inside.
