What is Pathway to Savings?
Starting in early 2026, Calgary homeowners can apply to the Pathway to Savings (P2S) pilot program. Access rebates to create a comprehensive plan to:
- Improve your home’s energy efficiency.
- Identify a roadmap to net zero.
- Reduce your bills with energy-saving home upgrades.

Step one: create a Pathway to Savings roadmap
P2S participants must first work with a qualified net zero energy advisor to create a P2S roadmap, which is a comprehensive plan to get your home to net zero energy. You will receive a rebate to offset most of the cost of your P2S roadmap.
How to choose a qualified net zero energy advisor?
Make sure your energy advisor is listed as a qualified Canadian Home Builders' Association (CHBA) net zero energy advisor with a renovation credential.
What is a Pathway to Savings roadmap?
A P2S roadmap is a plan that you produce with the help of a qualified net zero energy advisor to get your home to net zero energy. This means your house would produce as much energy as it consumes within a year. This typically involves:
- A series of home upgrades that reduce your home’s energy use by at least a 50%.
- Energy generation, such as solar photovoltaic systems, to offset all energy consumption over the course of the year.
Why do I need a Pathway to Savings roadmap?
Having a plan helps avoid piecemeal retrofits and provides a pathway that considers all of the home’s systems together.
Piecemeal retrofits address one-off concerns without addressing the home as a whole. Typically, these retrofits occur over time. Without an overall plan you risk the following:
- Missing opportunities to improve airtightness.
- Redoing work you’ve already completed.
- Locking in inefficiencies.
This program aims to address piecemeal retrofits by requiring a P2S roadmap that you can follow and show your contractors.
Step two: apply for rebates
Once you have completed your Pathway to Savings roadmap, you can select the energy-saving home upgrades that you wish to install and apply for rebates.

Eligibility requirements
Applicants must own a home within Calgary. More detailed eligibility requirements will be added in early 2026.

Pathway to Savings will start accepting applications in early 2026. Watch this section for a detailed list of the home upgrades that will qualify for rebates.
Net zero training
The City is hosting two CHBA net zero builder and renovator training sessions. These sessions will be free to eligible energy advisors, builders, renovators and others conducting work in Pathway to Savings.
Note: Limited spots are available. Multiple individuals from the same company will be waitlisted and admitted if space allows. The City has the right to refuse training to individuals if they will not be participating in the Pathway to Savings pilot program.

Pre-requisites: An eligible advanced building science (ABS) course (taken within the last three years). Proof of completion is required.
What to bring: Bring your certificate of completion for your ABS course and the CHBA builder manual.

When: Dec. 11, 8:30 a.m. to 3:30 p.m.
Where: Ralph Klein Building
Pre-requisites: An eligible advanced building science (ABS) course (taken within the last three years) and CHBA net zero builder training (taken within the last three years). Proof of completion is required.
What to bring: Bring your certificate of completion for your ABS and net zero builder courses and the CHBA builder and renovator manual.

- First and last name.
- Email address and phone number.
- The session you would like to register for.
- The type of work you will be conducting within this program (e.g. energy advising, renovator, etc.)
- Indicate if you need to purchase a CHBA builder or renovator manual.

If you are completing a retrofit that is targeting the CHBA Net Zero Labelling Program, you will need to confirm the contractor requirements with the CHBA.

Can I access both the Pathway to Savings and the Clean Energy Improvement Program (CEIP)?
Yes. The application process is not combined, so you need to apply separately for each program. You can review the CEIP application process and timelines.
You are welcome to participate in Pathway to Savings alongside any other financing and incentive programs available to you.
