Green Line update - Dec. 2019

Today, Administration presented to the Green Line Committee a number of options considered in the Centre City re-evaluation and the overall review of Stage 1 to deliver the highest value project within the approved $4.9 billion budget. The Green Line Committee also received a presentation on the Guiding Principles for the Green Line Committee that will be discussed further at Council, and a presentation on the governance review from the Technical and Risk Committee for information.

Instead of a shortlist of three options as previously anticipated, the presentation reviewed the range of options and key design challenges that have been considered to date. Some of the options that have been reviewed include:

  • Underground, surface and elevated options along 10th, 11th and 12 Avenue S.
  • Splitting the line into north and south portions and not connecting through the Centre City.
  • Keeping the line connected through the Centre City.
  • Bridge over the river aligned to 1st Street and 2nd Street SW.
  • Stopping the line in the Centre City and not continuing over the river.
  • Combination of Bus Rapid Transit (BRT) and Light Rail Transit (LRT) service.

Committee supported Administration’s recommendation for a January workshop to review and discuss the trade-offs of various options that Administration has evaluated, and to confirm Council’s direction on the right investment for Green Line. Additional engagement with stakeholders and the public will follow the January workshop with Councillors. Administration shared they will be returning to Committee with an updated Stage 1 alignment in March 2020.
