Areas of focus: As the Chief Administrative Officer, David oversees all City departments and works closely with the Mayor and Council on matters of importance to Calgarians. David greatly appreciates the opportunity to lead and serve as a team member with all City employees to provide exceptional public services to make Calgarians’ lives better every day, and ensure Calgary is a great place to make a living and a great place to make a life.
David is a member of the Green Line Board, focused on delivering the largest infrastructure investment in Calgary’s history. He led the organization through the COVID-19 pandemic, rapidly shifting over 5,000 employees to work remotely while continuing to ensure all 15,000+ employees successfully continued to provide the services Calgarians counted on every single day, and at the same time, were able to swiftly adjust services as required to meet the changing needs of residents, businesses, and communities. He was instrumental in negotiating Calgary’s recent Event Centre agreement in principle and championed the development of The City of Calgary’s first Anti-Racism Strategic Plan.
Career history: David is a Civil Engineer with an MBA from the University of British Columbia, and his commitment to public service spans over 30 years. Prior to serving as the Chief Administrative Officer, David served as The City of Calgary’s General Manager of the Utilities and Environmental Protection department, with a focus on protecting public health and the environment and helping all employees work safely. Before joining The City of Calgary, David held various senior leadership roles in Vancouver and Kamloops.

His leadership philosophy is built around achieving outcomes through teamwork, collaboration, and open, honest communication.
