Planning Calgary’s infrastructure for the future

Calgary depends on infrastructure to deliver reliable services residents use every day - from clean water and wastewater treatment to transportation and emergency response. To keep these services safe and working well, The City uses long-term planning to help guide investment decisions.

The City is developing one combined, rolling 10-year Capital Infrastructure Plan. This plan looks at what infrastructure investments are needed across The City, when they are needed and why. This approach helps keep services working well while supporting a growing city.

10-year Capital Infrastructure Needs Assessments by service

The City has prepared 10-year Capital Infrastructure Needs Assessments for 13 capital intensive services. These documents will be the building blocks of the City-wide 10-Year Capital Infrastructure Plan.

Each assessment shows the infrastructure investments a service needs over the next 10 years to keep services running and support growth. These documents show a forecast of anticipated capital needs until 2035 at this point in time, and will change as the initiatives continue to be refined.

Building one coordinated capital investment plan for Calgary

Infrastructure takes time to plan, design and build. Bringing individual service plans together into one coordinated, rolling 10-year capital plan provides a clear, City-wide picture of what infrastructure is needed, when it is needed and why. It also supports informed decision-making by showing how different investment needs fit together.

Not every project can move forward at the same time. Each service has identified its highest priorities, which will then be reviewed together using a City-wide framework that considers factors such as risk, service impacts, growth pressures, cost and alignment with Council priorities.

What is a capital infrastructure need?

Why plan 10 years ahead?

A 10-year view improves coordination, reduces risk and supports better investment decisions so we can stay ahead of growth, deliver reliable infrastructure and a better quality of life for everyone.

Will all projects be funded?

No. The plans show ideal investment needs. Final funding decisions are made through Council-approved budgets.

What happens if there isn’t enough funding for everything?

We know not everything can be funded at once. That’s why The City is bringing all infrastructure needs together, comparing them using a City-wide framework and focusing available funding on the most critical needs first through the budget process.

Does this mean taxes will increase?

The plan does not impact or increase taxes. It provides visibility into how we prioritize projects and manage taxpayer dollars responsibly over the long term.

How are projects prioritized?

Individual infrastructure needs will be brought together in a City-wide view. Projects will be assessed using service-specific criteria and a City-wide prioritization framework to help Council set priorities and inform the 2027-2030 business plan and budget. 

Will the needs change?

Yes. These infrastructure needs assessments will be brought together into one, City-wide plan that will be updated each year.

Many services are guided by long-range strategies that are shaped by public input. Public engagement also occurs as individual projects move into planning and design.
