About the Land Use Bylaw

The City of Calgary’s Land Use Bylaw (1P2007) has been in effect since June 1, 2008. It outlines the rules and regulations for development of land in Calgary for each district (zone) as well as the process of making decisions for development permit applications.

A Land Use bylaw is required for every municipality in Alberta as per the requirements in the Municipal Government Act. This includes the division of the municipality into land use districts (zones).

While there are connections to the draft Zoning Bylaw (currently known as the Land Use Bylaw), this work is separate from the Rezoning for Housing program conducted earlier this year. Find more information on the Rezoning for Housing page.

2025 Land Use Bylaw Amendments

On September 9, 2025, Council approved a package of amendments to the Land Use Bylaw 1P2007. The full reports and attachments can be found here, listed as items 7.3.1 to 7.3.6.

These amendments are effective as of October 9, 2025.

Below is a summary of the amendments:

Low Density Residential Amendments (Bylaw 59P2025)

  • Clarifies there is no requirement for a greater rear setback when the required parking for a suite is provided on a front driveway
  • Aligns parcel coverage in R-CG and H-GO when no garage is built, creating consistency and addressing site layout issues being experienced by applicants
  • Clarifies secondary suites in single-detached and semi-detached dwellings in multi-residential buildings follow the typical secondary suite rules
  • Standardizes fence rules in R-CG (excluding rowhouses) to ensure there is a maximum fence height in the side and rear yard

Child Care Service Amendment (Bylaw 60P2025)

  • Adds Child Care Service as a discretionary use in existing buildings in R-CG, R-G, R-2M, and H-GO districts

Mobility Storage Lockers & Bike Parking Amendments (Bylaw 61P2025)

  • Removes mobility storage locker requirement in R-CG and H-GO while maintaining bike parking stall requirements
  • Reduces Class 1 bike parking in multi-residential districts from 1.0 to 0.5 stalls/unit for flexibility and accessibility, returning bike parking to its pre-2022 rate

Use Definition Amendments (Bylaw 62P2025)

  • Updates Health Care Service to allow overnight recovery
  • Expands Special Function – Class 1 to include “neighbourhood activation” events

Appeal Period & Notification of Decisions Amendments (Bylaw 58P2025)

  • Removes redundant 21-day appeal reference from the Bylaw, as it is already included in the Municipal Government Act
  • Clarifies the existing business practice of online advertising of permitted use approvals with relaxation development permits

Expired Text & Text Error Amendments (Bylaw 63P2025)

  • Removes expired cannabis permit extension rule as it is no longer applicable
  • Deletes outdated or incorrect text in the Bylaw to eliminate potential confusion

Land Use Bylaw Amendments for Calgary’s Housing Strategy 2024-2030

On May 14, 2024, Council approved citywide rezoning to a base residential district with amendments.  These changes were effective August 6, 2024.

Zoning changes now in effect include:

  • Citywide base low density residential zone is now R-CG.
  • R-G base low density residential zone in developing areas.
  • H-GO in areas identified in approved Local Area Plans.

Other land use bylaw changes include:

  • All Rowhouse developments are now a discretionary use in R-CG.
  • Contextual Single Detached dwelling is a permitted use in R-CG.
  • Properties that do not have a rowhouse or a townhouse may now have both a backyard suite and a secondary suite.
  • Increasing parking requirements in some areas and clarified where 0.5 stalls are required because of the access to transit.
