Beltline community investment fund

Since 2006, The City has been accepting contributions from developers to the Beltline Community Investment Fund (BCIF). The intention of a developer-financed fund is to create an incentive for developers to redevelop established communities, while providing public realm improvements.

Contributing to the BCIF allows developers to build greater density within the Beltline and allows The City to access funds to improve public spaces without using tax dollars. The funds are used for public realm improvements in the Beltline.

Funds can be used for things like:

  • improved sidewalks and lighting;
  • park and open space redevelopment and improvements;
  • street trees;
  • street furniture (benches, bike racks, garbage/recycling containers);
  • public art;
  • the purchasing of land for the development of new parks and green spaces.

City-initiated projects to date:

The Illuminate the City project, by the Nite Gallery society, is an example of a community-initiated project partially funded by the Beltline Community Investment Fund. The project transforms select downtown office buildings into canvasses by projecting artwork on their walls. It aims to help promote local artists and events, visually enhance the public realm, support way-finding and deter graffiti.

The BCIF operates based on a terms of reference approved by Council. A committee accepts, reviews and approves applications. The committee includes the Councillor for Ward 8 and representatives from the Beltline Communities of Victoria and Connaught Association, Victoria Park Business Improvement Area, 4th Street Business Improvement Area, the Urban Development Institute and The City of Calgary.
