Overview
We’re making smart investments in infrastructure, to keep Calgary moving now, and for years to come. 14 Avenue was identified for improvement in the Major Road Reconstruction Program and the Riley Local Area Plan. Necessary repairs are being combined with infrastructure improvements that will make the street safer, more accessible and connected, and easier to use for everyone – whether you walk, wheel, bike, drive, or take transit.
Why this project matters
- Improvements are high priority: 14 Avenue N.W. is a major east-west corridor in Calgary. Technical field tests and studies have shown the corridor is in poor condition and requires upgrades now. Its new design will combine necessary maintenance with infrastructure improvements. This project will bring 14 Avenue N.W. back to a state of good repair and support changes in the ways Calgarians tell us they like to travel.
- Better connections: The 14 Avenue N.W. corridor, from 24 Street to 14 Street, links key destinations like Lions Park LRT station, North Hill Centre, Louise Riley Library, educational institutions including AUArts and SAIT, the Southern Alberta Jubilee Auditorium, and residential neighbourhoods.
- Safer streets: We’re adding features such as improved road design, safer crossings and intersections, traffic calming measures, and a multi-use pathway to make this route safer for everyone. We will be lowering the posted design speed from 50km/hr to 40 km/hr.
- More choices: Whether you walk, wheel, bike, drive, or take transit, the new design supports safer and more reliable travel for all.
- Community-driven: The project plan was shaped by feedback from area residents, businesses, the Ward 7 office and the Hounsfield Heights-Briar Hill Community Association. Commmunity input was combined with detailed technical analysis, guided by City policies and procedures and industry best practice.
January 2026 update
This project is now in the design phase. The final design concepts solve issues along the route including:
- Roadway repairs (subsurface repairs, utilities, curbs and gutters, paving)
- Local and network active mode improvements (e.g. sidewalks and pathways)
- Access to local businesses
- Transit stops and circulation
- Travel, turning and parking lane adjustments
- Identifying places for street amenities and trees (lighting, benches, and decorative touches)
- Reducing the posted speed limit
- Roadway and intersection design improvements
- Preparing for future pathway connections at 14 Street, 19 Street, and Crowchild Trail.
Construction is planned to start mid-summer 2026 with project completion scheduled for fall 2027. More details about construction staging and working zones along the project corridor will be provided in the coming months.
Location
This project is located in Ward 7, in the community of Hounsfield Heights – Briar Hill.
It covers the section of 14 Avenue N.W., from 24 Street to 14 Street N.W. This area includes important commercial, educational, and entertainment destinations, community hubs, and transportation links as well as residential areas.

Consultation and engagement
Given the range of destinations in the project area, we heard from the community in Phase 1 engagement, in early 2025, that it is essential that 14 Avenue N.W. be designed to support all modes of travel. Following Phase 1 engagement, the project team developed design concept options, which were presented during Phase 2 engagement in Q2 2025. Public input from Phase 2, plus technical, environmental, and budgetary requirements have shaped the final, recommended design that was presented during Phase 3 public engagement in Q4 2025.

Why is The City undertaking this project?
14 Avenue N.W. was identified as high priority in the Major Road Reconstruction Program. It was measured to have among the lowest pavement quality of any street in Calgary. This project will address several key maintenance issues and improve the overall transportation experience for the community. The existing infrastructure is aging and in need of repair, which presents safety concerns for all road users. This includes people walking, wheeling, biking, driving and taking transit. Reconstruction will update and upgrade critical elements of the road to enhance safety and improve accessibility for everyone.
Why is the project necessary—can’t things just stay the way they are?
Major road improvements are required on 14 Avenue N.W. because the existing road and related infrastructure are in poor condition due to age and wear. Major improvements are needed to address safety concerns, improve accessibility, and ensure the road remains functional for years to come. We are combining necessary infrastructure upgrades at the same time to deliver an efficient project.
Why was the project deferred in 2022?
This corridor was examined in 2021 for road repaving to address concerns related to roadway condition, safety, and to explore design possibilities for the future. At the time, engagement was conducted to learn more about how the community uses the corridor, and how it could be enhanced to improve accessibility for all users. From that engagement, a design option was developed and shared back to community members. The project was then deferred in 2022 due to funding and an identified need to conduct further engagement to enhance the design.
